In the state of Tocantins, more than 300 candidates take part in the First National Exam for the Judiciary (ENAM)

"The judiciary is actually a priesthood. You have to dedicate yourself body and soul!" This statement is just an excerpt from the interview given by the Judge Silvana Parfieniuk of the District of Palmas on August 11th, 2023 (Magistrate's Day), which you can watch by clicking here.

Putting on the robe and working for a fair and egalitarian society, governed by the Federal Constitution of 1988, is the desire and goal of thousands of law school graduates, who remain dedicated to an intense study routine and often give up family life in favor of passing a competition.

Access to the carreer

With this achievement, these professionals are building their careers at the service of society and the Judiciary, which, in turn, continues to work to offer new selection processes based on fairness and comprehensiveness. This is the case with the National Judicial Exam (Enam), promoted by the National Council of Justice (CNJ), through the National School for the Training and Improvement of Magistrates (Enfam), together with state, federal and military courts, with the aim of democratizing access to the career, making it more diverse and representative. 

In its first edition, held this Sunday (April 14th) in all Brazilian States and the Federal District, Enam presented 80 multiple-choice questions divided into: constitutional law; administrative law; general notions of law and humanistic training; human rights; civil procedural law; civil law; business law; and criminal law. The test is eliminatory and it has become a prerequisite for state and federal magistracy.

Test

Across Brazil, of the 39,858 candidates registered, 32,168 took the exam. In the State of Tocantins, out of a total of 442 registrations, 329 candidates were present at the University Center - UNITOP, in the city of Palmas, between 1pm and 6pm.

But even in the morning, the team from the Getúlio Vargas Foundation (FGV) - responsible for administering the exam - met with local representatives and tax collaborators to make the final arrangements. Adeline Oliveira is responsible for the test administration logistics of FGV. According to her, this meeting ahead of the exam takes place because of possible replacements in the team of inspectors. "Our aim is to guarantee the security of the process. That's why it's important to clarify and reinforce our competencies and responsibilities with the whole team," she explained.

Opportunity

The gates opened at 11:30 a.m. and, as they arrived at the test site, the contestants went through a number of procedures involving metal detectors, the collection of smartphones, smartwatches and other electronic devices in sealed compartments, as well as sorting by room, where each wallet had a label with the name and registration number of the respective candidate.

One of the first people to enter the room, candidate Laura Carolina came from the State of Maranhão and kept her ID card, three black pens, candy and headache medicine on her desk. Having graduated six years ago, she saw Enam as an opportunity to secure a good score so that she could then take part in the competitions of the magistrates in the Northeast. "Maybe in the State of Tocantins too," she said.

Delegation

The gates closed promptly at 12:30pm. With the candidates already in their rooms, a delegation of authorities, led by the Advisor and Justice of the Federal Regional Court of the 3rd Region (TRF3) of Enfam, Therezinha Cazerta, accompanied the opening of the bags containing the tests and then wished the candidates good luck. The delegation also included: the Justice of the TJTO, Eurípedes do Carmo Lamounier; the Assistant Judge of the Presidency of the TJTO, Rosa Maria Rodrigues Gazire Rossi; the Judge of the Regional Labor Court of the 10th Region (TRT10), Suzidarly Ribeiro Teixeira Fernandes; and the Judge of the Federal Regional Court of the 1st Region (TRF1), Fabrício Roriz Bressan.

An advisor to the National School for the Improvement of Magistrates (Enfam), Justice Therezinha Cazerta recalls that before the National Exam of Magistrates, the competitions were only promoted independently by each court, according to their specificities. With this unified exam, candidates have a general test of their knowledge. "It was a way of setting the bar for all candidates at first. And those who succeed will be able to choose the exams they want to take, whether at state or federal level," she said.

In the State of Tocantins

And the President of the competition commission of the Judiciary of the State of Tocantins, Justice Eurípedes Lamounier, recalled that the TJTO is already moving to publish a call for applications for substitute judges later this year. "Our last competition for the judiciary was in 2007, 16 years ago. The candidates who are here today are beginning a new stage in the national judicial exams. And we hope that they will soon be with us, serving the population of the State of Tocantins," he concluded.
