Abstract

This article analyzes how the control of inmates through the Electronic Monitoring system is used in Argentina, from its origins in 1997 to the present day. It shows that until 2019, it was not accompanied by a decrease or replacement of the prison population, but rather by the intensification of controls outside of prison, while inmates continued to increase. Finally, it suggests that the decrease in inmates from 2019 onwards was not due to a cultural change linked to a less severe punitive response, but rather to the fear of facing a health catastrophe.
