“A more efficient justice depends on management", says Federal Judge during the 1st Encope

The program of the 1st Meeting of Permanent Magistrates Judges and the General Internal Office of Justice of the State of Tocantins, Encope, continues this Friday (September 3rd) debating the importance of professional management by Judges. During the morning, the theme was discussed in the Cartorary Management panel, Role and Dilemmas of the Permanent Judge Magistrate, presented by the Federal Judge Carlos Henrique Borlido Haddad, who stated that "a more efficient Justice depends on management", while reinforcing that every magistrate, regardless of administrative function, is a public manager.

About team leadership, another fundamental factor of management, Haddad talked about the importance of fluid communication, often learning to give in so that initiatives thrive. "Engagement is very important, it is necessary to give autonomy, responsibility to collaborators, besides praising and celebrating achievements, the results are always greater," explained the lecturer while congratulating the Corregedoria for the initiative of seeking to capacitate magistrates. The panel was coordinated by Judge Eustáquio de Melo, moderating the doubts of the other participating Judges.

The Chief Justice, Judge Etelvina Maria Sampaio Felipe, thanked the collaboration of Judge Carlos Haddad, who is also a professor in the course on Court Management, held by the Internal Affairs Office in partnership with the Superior School of the Judges. "We have a lot to learn in the management field, but I see that we are on the right track. I take this opportunity to encourage all Judges to participate in the course.

 

Profile Judge Carlos Haddad

 

Doctor Carlos Henrique Borlido Haddad Curriculum Vitae: He has a degree in Law from UFMG Law School (1995), a master's degree (1999), and a doctorate (2003) in Criminal Sciences from the University of Michigan, United States. He is currently a Federal Judge - Federal Court of Minas Gerais - and an Adjunct Professor at UFMG Law School. He has experience in the area of Law with emphasis on Criminal Law and Procedure. He also works in the areas of Administration of Justice, with focus on techniques of procedural acceleration and case management, and the Training of Judges, certified by (École Nationale de La Magistrature), the national school of Magistrature in France.

 

Correctional Activity

Still in the morning, the Correctional and Post-Correctional Activity panel brought to the participants the new structure of the General Internal Affairs of Justice. When opening the panel, Judge Etelvina Maria Felipe emphasized the importance of the continuity of the Inspector General's Office administrations. "The new internal regulation of the CGJUS is the result of many administrations, since that of Justice Eurípedes Lamounier, who started the work of this reorganization. Today we have a coordinating body for Correction, Planning, and Improvement of the 1st Instance (Ceplan), with an improved organizational structure.

The panel was presented by the Assistant Judge of the Inspector General's Office, Rosa Maria Gazire Rossi, who explained the evolution of the corrections process in the Justice of the State of Tocantins. The magistrate presented the team that works in the corrections and made the unit available to everyone.

The coordinator of Ceplan, Lilian Carvalho, talked about the attributions of the corrections unit, which has four divisions:

 

I - Correction and Inspection Division;

 

II - Post-correctional Monitoring Division;

 

III - Goal and Indicator Monitoring Division;

 

IV - Planning and Management Support Division.

 

The team is made up of Michele Romero, Célia Regina, Maristela Rezende, Leidjane Fortunato, Vânia Ferreira, Ketlen Cruz, Fernanda Alcântara, and Rogério Bertini.

The panel was coordinated by Judge Cledson José Dias Nunes, helping to moderate the participants.
