"Just as the sunflower seeks the light, it is this light, this knowledge and ideas that we want to hear from everyone who is part of our Judiciary. That's why we're thinking of an open space where everyone can feel free to come and propose innovations that will improve our judicial service. We're going to turn innovation into a closer and more innovative justice system. The statement was made by the President of the Court of Justice, Judge Etelvina Maria Sampaio Felipe, during the inauguration of Inovassol - Innovation Center of the Judiciary of the State of Tocantins, on Thursday afternoon (March 21st), in the city of Palmas.
The Justice also recalled that she began her administration with digital transformation and innovation as priorities.
In 2023, when I took office, we made this commitment to disruptive management, with a focus on innovation, and today we are here at the inauguration of our Center. Our commitment is to improve the services provided by all Judges and civil servers to our citizens. Through a culture of practicing innovation and inclusion. I believe in innovation, in the success of Inovassol and in the improvement of the Judiciary.
Represented by the sunflower flower, Inovassol bears the slogan "The turn of innovation" and it is born in the Management of 2023/2025, whose motto is "Closer and More Innovative Justice". A mark in the history of the 35th anniversary of the Judiciary of the State of Tocantins (PJTO), celebrated in 2024.
The President of the Innovation Committee, vice-President of the TJTO, Justice Ângela Prudente, stressed that Inovassol is an open, welcoming space so that everyone feels a sense of belonging when they pass by. "It is a great satisfaction and joy to be here experiencing this historic mark of the 35th anniversary of the Court of Justice, watching innovation blossom and flourish. We innovate because we want to maximize excellence, always with an eye on the human being. After all, humanization will always be the greatest innovation. Innovative justice that opens the doors of the Judiciary to citizens, designed to welcome, where the exchange of experiences will be valued and encouraged, where everyone feels inspired to contribute with a spirit of belonging, in an environment of improving justice, this is Inovassol."
We have seen the commitment of our President, and sharing the realization of this dream is gratifying. Together, we can create a legacy of innovation that can impact this court, society, and be a reference. Today we begin a transformative journey, here is the turning point of transformation, may it flourish in our hearts and be a beacon of progress.
Inspired by the symbolism of the sunflower, the General Director of the Superior School of the Judges of the State of Tocantins (Esmat), Justice Marco Villas Boas, was responsible for naming the Innovation Center. "I was excited and moved by what I saw of this transversal space that is being set up today for institutional rethinking. We live in a world regulated by norms, full of guidelines and rules. And so these norms also become references for our lives. The sunflower is different, it's bright, explosive, it doesn't grow on its own. It is a rhizome, it has no beginning and no end. As a rhizome, it invites us to look at the spin and let go of everyday rules and perhaps create new things. It is born in an open space and, like the sunflower, creation is free. We can't ignore ideas, no matter how absurd they may seem, because the idea of the absurd is interesting, it leads us to reflection."

During the programming, an institutional video was shown presenting the entire Inovassol concept; the presentation of the Simplified Sustainable Logistics Plan (PLS), with the visual facilitator, Sidan The Rafa; the launch of the TJTO RIGHT HERE application and the Renajud Robot, as well as the lecture on "Innovating for people: the citizen as the focus of information", with Filipe Sousa Costa, from the Innovation and Data Laboratory of the State of Ceará (Íris Lab).
Sustainable Logistics Plan
A specialist in Simple Language, visual facilitator Rafael da Silva Rodrigues, known as Sidan the Rafa, presented the new version of the Sustainable Logistics Plan (PLS). A 21-page document, which, after being translated into simple language, now has only two pages in its simplified version. He explained that "the aim of this work is not just to summarize, but to introduce a new language, to simplify. This concern, this empathy, to make the person find the information and understand it. This is the role of innovation, of simple language. The form informs, informs behavior, stimulating and driving new behavior. It's about giving access to justice to the user of justice, to the citizen".
Simple language aims to make the understanding of documents more accessible, inclusive and usable by anyone in texts, notices and administrative acts and it is part of the simplified language program, SimplesTOC, launched by the Judiciary of the State of Tocantins in November of 2023, through the Joint Ordinance No. 16/2023.
The central axis of the Simplified PLS is the vision represented by an eye, between the mission and values, which drives the Court. "Symbols transcend verbal communication. I work a lot all over the country in several courts and bodies of the justice system and I see the change in basic assumptions about this transition from an image of power to a body of service, where citizens feel invited, welcomed and not just summoned by the judiciary. This is already a reflection of innovation in other perspectives for thinking about and doing law. About this movement to awaken our view, this sensitivity, empathy, putting ourselves in the shoes of the other person. More than a method, the awakening of the view makes all the difference," Sidan concluded.
Inovassol
Resolution No. 9 of May of 2023 instituted the Innovation Policy in the PJTO, creating Inovassol, as provided for in the goal 27 of the Management 2023/2025, and guided by the CNJ Resolution No. 395. The unit is linked to the Presidency of the TJTO, is part of the Innovation Network of the Brazilian Judiciary (RenovaJud) and seeks to promote a culture of innovation in search of modern and effective solutions to improve the quality of services provided to citizens. The physical, interactive and integrative space is installed in the water mirror of the TJTO.
With its central idea focused on the sunflower flower - which symbolizes warmth, vitality and positive energy - Inovassol has the following services: Sowing (spreading the culture of innovation), Roots (investigating the causes of problems reported by the Judiciary), Illuminating (thinking of innovative ways to solve the problems selected in "Roots"), Blossoming (transforming ideas into tangible formats and testing them), Cultivating (mentoring to prevent the project from not being followed up), Pruning (reducing bureaucracy in work processes) and SimplesToc (Language Simplification Program of the PJTO).
