As a result of a Technical Cooperation Agreement, signed by the Court of Justice of the State of Tocantins (TJTO) and the Lutheran University Center of the city of Palmas (Ceulp/Ulbra), the physical space destined to a unit of the Judicial Center for Conflict Resolution and Citizenship (Cejusc) was inaugurated this Thursday (May 12th), in the Block 6 of the university campus in Palmas.
The president of TJTO, Justice João Rigo Guimarães, attended the inauguration ceremony and highlighted that the space will serve to promote the way of mediation, with quick solutions and prevention of new conflicts.
“I would like to thank this partnership between the Judiciary and Ulbra. Justice is also done with partnerships. Here we have a space that will result in countless benefits to the citizen, because, through mediation, it is possible to avoid judicialization. We have faster solutions, we reduce costs and enable the way to avoid and prevent new conflicts", highlighted the president.
1st Cejusc in a university
Responsible for the elaboration of the project, which is a product of a Professional Master's Degree at Esmat/UFT, Justice Ângela Prudente talked about the importance of the new space within a higher education institution.
“Today, together with the institutions involved, I had the honor of participating in the inauguration of the first Cejusc of the state of Tocantins in a higher education institution, the product of tireless hours dedicated to my master's degree and the eagerness to provide society with another instrument for the exercise of citizenship. Cejusc/Ulbra has the scope of building a new cultural mentality for the composition of demands and for the formation of a culture of peace through a humanistic education, and will provide the students with the understanding of the guiding principles of the practice of mediation and conciliation, besides contributing to the formation of multifaceted professionals who live the experience of the agreement and composition, developing a taste for a pacified solution," she said.
In the occasion, Justice Ângela Prudente thanked "all the partners who contributed to the concretization of this instrument, so necessary for the formation of intermediary professionals, capable of promoting not only the right to jurisdiction, but also of making social justice effective", she said.
Action Plan
Called "Cejusc ULBRA", the unit will be coordinated by the Judge Umbelina Lopes Pereira Rodrigues and it has the capacity for two benches for conciliation hearings, as well as a space for pre-procedural assistance. The room will also have employees trained by the Basic Course of Mediation and Conciliation offered by the Permanent Center of Consensual Methods for Conflict Resolution (Nupemec), in conjunction with the Superior School of the Judges of the State of Tocantins (Esmat).
“The implementation of the ULBRA Cejusc is an action aligned to the National Policy of Adequate Treatment of Conflicts, through the conciliation and mediation. The center will provide pre-procedural services, conciliation hearings, and citizenship projects. The most interesting thing is that students will receive a technical-legal training in consensual conflict resolution, and will practice the conciliation, which will contribute to the changing of the culture of litigation to a more consensual and collaborative culture," said the Judge.
According to the magistrate, the ULBRA Cejusc will promote the necessary actions for the development of activities such as pre-procedural services and projects of the citizenship sector such as Restorative Justice, Parenting and Divorce Workshop, Systemic Constellation, Cejusc Repact Project - Over-indebtedness, as well as the training and improvement of justice assistants to act, observing the provisions of the Resolution 125/2010 of CNJ, so that they will integrate the register of conciliators and mediators.
Over-indebtedness
Judge Umbelina Lopes took advantage of the event to talk a little more about the Cejusc Repact project for over-indebtedness situations. "The Cejusc Citizenship project for over-indebtedness situations consists in the process of debt repactuation for over-indebted good faith debtors, as predict in the Consumer Defense Code. The program will be implemented initially at ULBRA Cejusc as a pilot project, with the necessary adjustments for later implementation in other units of the Judiciary in the State of Tocantins," said the Judge, who also recalled that the project will have the collaboration of the Accounting and Psychology undergraduate courses at Ceulp Ulbra, considering that one of the stages of the renegotiation process includes the debtor's participation in educational lectures on financial management and psychosocial support.

For the university's rector, Marcelo Müller, the inauguration of the unit is another positive response, loaded with benefits that the institution shows to students and society in general.
“This is another action that involves the dedication that we have and the answer that we will give to our students and to our society. We don't just understand the institution as a business. We understand that it is a process of collaboration between the parties, aiming to develop both education and society. In this sense, the delivery of this Cejusc is one more commitment being shown to our academics and to our society regarding the seriousness of our work. We have been for thirty years with our community involvement, our social involvement, which shows that we want to grow together with the city, together with our state, qualifying even more our worker, our student, who will develop his citizenship exercise", he emphasized.
