Abstract

The human rights discourse is being vilified by populist movements whose positions are incorporated to a greater or lesser extent by governments concerned about maintaining their quota at the polls. At the international level, this vulnerability affecting the systems for the promotion and protection of human rights is reflected in the success of monitoring mechanisms controlled by governmental actors instead of experts. This is particularly visible in the work carried out by the holders of public special procedures and the Universal Periodic Review, both subsidiary mechanisms of the United Nations Human Rights Council. The article invites to reflect on the causes that have led to this situation. It also suggests that there must be a change of strategy to preserve the importance and progress achieved by the human rights agenda. It is necessary to incorporate cooperation techniques with governments rather than an exclusive focus on mechanisms based on naming and shaming.
