The assistant judge of the Presidency of the Court of Justice of the State of Tocantins (TJTO), Arióstenis Guimarães Vieira, debated the closing panel of the seminar on Public Management: Good Practices, Governance and Probity, held on Tuesday (Nov 25th), in the auditorium of the TJTO.
With the theme on "Balance in the accountability of the various instances: reformed improbity and the challenges of the sanctioning power", the auditor of External Control and special advisor of the 5th Rapporteurship of the TCETO, João Paulo Landim Macedo, presented the diversity of institutions responsible for the control of public administration and the legal challenges arising from this multiplicity.
Landim explained how the legal system has responded to the changes brought by the Law no 14.230, of 2021 (new Administrative Improbity Law), and by the Law no 13.655, which amended the LINDB. He highlighted mechanisms that avoid conflicts among spheres of accountability and reinforced the importance of the principle that distinguishes immorality, crime and administrative violation.
In the afternoon, two other panels were held. "The new law of administrative improbity: need for malice, typicity and more frequent cases", taught by the prosecutor of the MPTO, Vinícius de Oliveira e Silva, with debate led by the also prosecutor Pedro Evandro de Vicente Rufato.
Subsequently, the prosecutor of the National Treasury, Matheus Carvalho, presented the panel on "Adherence to the price registration act in the light of the new Bidding Law", which was debated by the director of the Palmas Forum, Judge Flávia Affini Adorno.

The event was held by the TJTO, through the Superior School of the Judges of the State of Tocantins (Esmat), in partnership with the Court of Auditors of the state of Tocantins (TCETO) and the State Prosecution (MPTO), under the coordination of the assistant judge of the Presidency, Ariostenis Guimarães Vieira.
“One of the objectives of this event was to share practical, theoretical information and experiences. We are doing our job. Justice Maysa Vendramini Rosal, president of this Court, has determined that we establish a permanent, frank and transparent dialogue with the institutions. A solid and technical cooperation, respecting the transversality of the different perspectives on the subject. This was what guided us in the realization of the pedagogical plan of this event", concluded the magistrate.
