More than 350 participants from 25 States and the Federal District gathered at the Court of Justice of the State of Tocantins (TJTO) for two intense days of debate on institutional security at the VI National Meeting on Intelligence in the Judiciary (ENIPJ). The event ended on Thursday (March 27th) with the conference on “The actions of criminal organizations against the Judiciary”, given by João Paulo Santos Schoucair, advisor to the National Council of Justice (CNJ) and prosecutor of the State Prosecution of the state of Bahia.
It was a pleasure for me, as a representative of the State Prosecution and the CNJ, to take part in this great event. A national meeting in which we discussed the intelligence in the Judiciary and our agenda in particular: criminal organizations and their attacks on the Judiciary. We need to anticipate the problem, get to know it and, together, tackle it," said the councilor.
The lecture of the councilor closed a cycle of debates with renowned experts, covering strategic topics such as the identification and evaluation of hostile messages; risk analysis of people; the application of BLOCKCHAIN in the public service; integrated and interoperable intelligence; and the protection of authorities in the Judiciary.
The event was organized by the TJTO, through the Center for Intelligence and Institutional Security (NIS), coordinated by Justice Jacqueline Adorno, in partnership with the Superior School of the Judges of the State of Tocantins (Esmat). In line with the National Security Policy of the Judiciary, regulated by the Resolution No. 435 of 2021 of the CNJ, the event was coordinated by the general chief of Justice, Judge Pedro Nelson de Miranda Coutinho.
Modernization and governance of institutional security
Before the closing lecture, the programming featured a presentation by the head of the Systems Division of the Information Technology Directorate of the TJTO (Dtinf), who addressed the Resolution 383/2021 of the CNJ and the creation of protocols for the secure processing of Intelligence and Institutional Security documents.
Among the advances in the area, the adoption of the GOOGLE WORKSPACE in 2022 for secure file sharing in the cloud was highlighted, guaranteeing the continuity and credibility of the justice system facing society. “Nowadays, we can't get away from sharing information, so we need to find a secure way of doing it,” he explained.

Alexandre da Silva Santos, an agent of the Judicial Police of the Regional Electoral Court of the State of Tocantins (TRETO), highlighted the relevance of the discussions for the evolution of judicial intelligence. “Throughout these two days we had lectures that contributed greatly to our improvement and the evolution of intelligence within our Judiciary,” he said.
The diversity of specialists and the depth of the topics covered were also highlighted by the director of the Coordination of Intelligence and Institutional Security of the TRF 1st Region, Agnaldo Dias de Souza. “Several topics that are certainly of vital importance for every intelligence operator,” he said.
The president of the Organizing Committee of the event and General Chief of Justice of the state of Tocantins, Justice Pedro Nelson de Miranda Coutinho, celebrated the success of the meeting and the broad participation of the courts.
For us, it's very dignified to welcome so many courts from all over the country here. Practically all of Brazil is represented here in the state of Tocantins, by professionals from a very sensitive and important area for the Judiciary, concluded the justice.
