I Land Forum Of The State Of Tocantins Opens With Debates On Land Governance And Sustainable Development

Opening the programming for the 2nd Land Regularization Week - Safe Soil, the General Internal Affairs of Justice of the state of Tocantins (CGJUS) opened the 1st Land Forum of the state of Tocantins - Sustainable Development: Partnerships and Means of Implementation on Monday (November 25th). The event brought together authorities, experts and public managers from the municipalities that are partners of the Center for Land Prevention and Regularization of the CGJUS (Nupref) with the aim of discussing the challenges and strategies of land governance in the State.

The Chief Justice of the state of Tocantins and President of the National Land Forum, Justice Maysa Vendramini Rosal, kicked off the event by emphasizing the transformative role of land regularization and the importance of joint efforts to promote citizenship.

“This seminar was organized with the aim of deepening the debate on the challenges and opportunities surrounding land regularization; this work is an extremely necessary action to guarantee legal security for landowners and facilitate land management.”

Pedro Nelson de Miranda Coutinho, the Chief Justice-elect for the 2025/2027 term, also took part in the opening of the Forum and highlighted the social function of land regularization. “Citizenship is one of the most important terms, because it represents the full rights that citizens can exercise. It's not just a question of being a citizen on paper, but of guaranteeing individuals the chance to exercise their rights, such as the right to housing, property and dignity,” he said.

Coordinating Judge of Nupref, Wellington Magalhães, reinforced the role of municipal managers and the legal support of the Judiciary in this process.

“The essence of the land regularization program is to give citizens back their dignity, allowing them to fully exercise their right to property. The role of the Judiciary, through Nupref, is to ensure that the whole process takes place with legal certainty and efficiency, always in partnership with the municipalities. When we deliver a registered title, we are delivering more than a document. We are promoting citizenship, justice and hope for a better future for the families who benefit,” he said.

“This initiative is an example of strengthening good practices that go beyond government policies; they are state policies. Land regularization ensures citizenship, dignity, the right to housing, and above all, demonstrates how good practices in public management can transform the lives of people,” said the Mayor of Palmas, Cinthia Ribeiro, representing the 115 partner municipalities.
