Palmas Charter Closes 93rd National Meeting Of Brazilian General Chiefs Of Justice

After presentations, debates and deliberations throughout the event, the Permanent College of General Internal Affairs and Chiefs of Justice of the Brazilian Courts (CCOGE) approved the Palmas Charter. The document, which takes its name from the host city, was presented at the end of the 93rd National Meeting of Chiefs of Justice of Brazil (Encoge). 

The host of the meeting, Chief Justice of the State of Tocantins, Justice Maysa Vendramini Rosal, thanked everyone for attending and reinforced the invitation to the next meeting, the 94th Encoge, which will take place in November, in the city of Manaus (AM), as approved by the plenary session today. "A challenge is a challenge, there's fear, but what we're going to get out of it is what's worth it if we want to have an ever-stronger judiciary. It was an immense pleasure to welcome you here, to our home in the State of Tocantins, to get to know the reality of each other, and we'll see you at the next Encoge, in the city of Manaus," said the Justice.

“The 93rd Encoge was a great success. Justice Maysa coordinated all the work, surprised us, nothing went wrong, and the topics that were addressed here will be extremely important, not only for the Corregedorias, but also for the entire Brazilian Judiciary. For us, it's a great satisfaction to be here. To be here and to know that we are helping to ensure that justice is delivered to all Brazilian citizens.”

emphasized the President of the Permanent College of Chiefs and General Chiefs of Justice of the Courts of Brazil (CCOGE), Justice Jomar Fernandes, Chief Justice of the State of Amazonas.

Palmas Charter

At the end of each edition of the Encoge, the Ombudsmen draw up a Charter named after the host city. It acts as a protocol of intent, containing provisions and rules to be followed by all of the General Internal Affairs of Justice of the country. The next step will be for the Palmas Charter to be forwarded to the National General Internal Affairs of Justice of the National Council of Justice (CNJ).

Unanimously approved, the Palmas Charter contains nine proposals drawn up from the workshops that addressed issues such as repetitive demands; Integrated Management of Extrajudicial Offices in the State of Tocantins (Gise); diagnosing and combating litigation; and the effectiveness of de-judicialization institutes.

Encouraging the courts to submit bills regulating fees for out-of-court conciliation and mediation; as well as encouraging the strengthening of the information network, the Intelligence Centers and the Demand Profile Monitoring Centers (Numopede's), as important instruments of inter-institutional collaboration for the identification and treatment of repetitive and predatory demands, were some of the proposals approved in the charter.

National Land Forum

Justice Maysa Vendramini Rosal, head of the Court of Justice of the State of Tocantins, will preside over the 5th Meeting of the National Land Forum of the General Internal Affairs of Justice this Friday (April 26th). This will be the first meeting led by Justice Maysa as President of the National Land Forum, elected last Wednesday (April 24th) as the first woman to head the Forum. At the end of the event, the Charter of the 5th Meeting of the National Land Forum of the General Internal Affairs of Justice will be presented.

To be elected as President of the National Land Forum right at the time of the 35th anniversary of the Judiciary of the State of Tocantins is a great honor. It's a very beautiful job that the Judiciary does, which is land regularization, both rural and urban. And Tocantins is honored by this achievement of presiding over this very important Forum, which covers the whole of Brazil. And land regularization is going to advance more and more and we can count on the support of the other States to continue in this battle," she said. 

Farewell

Elected President of the Court of Justice of the State of Minas Gerais (TJMG) last Monday (April 22nd), the General Ombudsman, Luiz Carlos de Azevedo Corrêa Júnior, said goodbye to his colleagues. "I was elected to the TJMG. It was an honor to pass through this College and the passage here legitimizes us to lead a court. I will be replaced by a brilliant colleague. I'm sure I'm leaving the CCOGE, but the CCOGE will never leave me," he said.

"Concluding a cycle in his career, today our colleague Luiz Carlos says goodbye to his career at our meetings. It is a greeting of thanks for the legacy of his extremely active career, always with the aim of helping, of contributing to the growth of our College. This activity will be a new cycle, as victorious as his time in the General Internal Affairs of Justice of the State of Minas Gerais. Your absence will be felt. You will always have a voice in the College, as your seat is guaranteed," said the General Ombudsman of the State of Alagoas, Justice Domingos de Araújo Lima Neto.
