First Day Of The XVI International Congress On Human Rights Debates Global Issues Related To Ethics, Data Protection, Immigration And Neoliberal Rationality

Debates on the advances of artificial intelligence in judicial decisions, the protection of personal data, the immigration issue in the global north, the historical context of slavery, debates on the Brazilian penal system and the challenges facing the Brazilian judiciary were all topics covered at the opening of the programming for the XVI International Congress on Human Rights, which is taking place on an itinerant basis on February 19th, 21st and 23rd, in the cities of Lisbon and Porto (Portugal) and Barcelona (Spain). The Congress was promoted by the Stricto Sensu Master's Program in Judicial Provision and Human Rights, by the Superior School of the Judges of the State of Tocantins (ESMAT) in partnership with the Federal University of the State of Tocantins (UFT), University of Lisbon, Lusophone University of Porto and the University of Barcelona.

At the opening ceremony, held in the auditorium of the College of Law of the University of Lisbon (Portugal), Professor Eduardo Vera-Cruz Pinto, director of the College, spoke about the international situation regarding human rights and the role of the academic community in the need to be aware of the world in order to understand the law as an instrument of justice. "As a School of Law, the College has a single obligation: not to let the law allow what the laws sometimes allow. We therefore understand that human rights will be open to the rights of the human person in a universal context. We are increasingly convinced that international humanitarian law will be a common law of humanity that offers countless possibilities for interpretations favorable to the powerful. To that extent, it is up to the law schools at every moment to find the right way to turn legal rules into judicial norms," he argued.

Tributes

Also on the occasion, Justice Marco Villas Boas, General Director of Esmat, presented Professor Eduardo Vera-Cruz Pinto, Director of the College of Law at the University of Lisbon, with the "Justice Antonio Rulli Junior" Medal, commemorating the 15th anniversary of the Superior School of the Judges of the State of Tocantins (ESMAT), as well as the Esmat Medallion to Maria Mariana Moura, a doctoral student in Law and the local coordinator of this edition of the Congress.

At the presentation of the Antonio Rulli Junior Medal, Justice Marco Villas Boas, General Director of Esmat, reinforced the partnership with the University of Lisbon, for the academic exchange, as well as the support received from its Director, Professor Vera-Cruz. "I want to say that every time we come to the University we are very well received, it's already the third time we've brought this International Congress so that, in partnership, we can carry out and improve legal education in Brazilian institutions more and more, especially in the judiciary.

In his speech, Professor Tarsis Barreto, coordinator of the Stricto Sensu Postgraduate Program in Judicial Provision and Human Rights, thanked the Program for the opportunity for international academic cooperation with the University of Lisbon, thanks to the efforts of the Court of Justice of the State of Tocantins, mediated by Esmat in the person of its General Director, Justice Marco Villas Boas. "I would like to thank the initiative of the Justice, who has always believed not only in the qualification of magistrates and civil servers, but above all because he is a person who believes in the fruits of education, of knowledge, being a man of science as he is. And for providing results, for more than a decade, not only to the Judiciary of the State of Tocantins, but also to the society of the State of Tocantins and the Brazilian society," he said.

Conferences

Among the lectures given during the day, Justice Marco Villas Boas spoke about "The Impacts of Neoliberal Rationality on the State, Democracy and Individual Freedom". Also on the programming, Deputy Director of Esmat, Justice Ângela Issa Haonat, spoke about "The Ethical Limits of the Use of Artificial Intelligence in Judicial Decisions".

The Congress is being held by the Master's Degree in Judicial Provision and Human Rights in partnership with the Federal University of the State of Tocantins (UFT), the University of Lisbon, the Lusophone University of Porto and the University of Barcelona.
