Esmat strengthens its commitment to encourage scientific research at the opening of the seminar on Land Regularization

Dialoguing and sharing knowledge regarding land regularization, these are the bases that Justice Maysa Vendramini Rosal, Chief Justice of the State of Tocantins, highlighted this Friday morning (March 24th), at the opening of the Seminar on Land Regularization and Extrajudicial Real Estate Registry Services, which is attended by public servers and magistrates from the Judiciary; servers from partner institutions; lawyers; students; notaries and registrars from all over the State.

The Seminar, which takes place online and in person at the auditorium of the Court of Justice of the State of Tocantins (TJTO), as pointed out by the chief of justice, seeks to foster dialogue and share knowledge about the routines that involve land conflicts, covering Land Governance, Land Regularization, Agrarian Law, and Real Estate Registry.

In her speech, the Chief also pointed out the importance of the Event, especially for the understanding of the impact that land regularization causes in the lives of people. “The land ownership problem is a secular demand and impacts directly on the quality of life of the citizen(s) who have the possession of the land where they live, but do not have the property title. In the State of Tocantins, the numbers point out that small towns have more than half of their properties in irregular situations. People living in informal housing centers, without the proper access to basic rights, which only come to legalized areas – such as the construction of a school or a health clinic”, commented the Justice.

The magistrate also remembered that the land issue is not peculiar to the State of Tocantins and that the need to promote land regularization is a national demand and the role of the Judiciary in this scenario is extremely relevant.

Besides that, the Chief told those present at the opening ceremony that the General Internal Affairs Office of Justice currently occupies the vice-presidency of the National Fund Forum of the General Internal Affairs Offices of the Courts of Justice and it is active, along with all the other States in the federation, in favor of legalizing the informal housing centers.

In his speech, Justice Marco Villas Boas, General Director of the Superior School of the Judges of the State of Tocantins (ESMAT), highlighted the role of the institution in the expansion of such important debates as land regularization. 

“Land regularization is a historical agenda in our country, and discussions and solutions need to be thought and debated. The Superior School of the Judges of the State of Tocantins is very pleased to be part of this moment. Our mission is to train and perfect magistrates and public servers, especially regarding relevant themes such as Land Regularization. It is through these discussions that we advance in the good practices and in the judicial provision. Esmat, as pointed out by the Chief, encourages scientific research and legal debate. We will always be available to work on these themes”, commented the General Director of Esmat.

At the opening of the Seminar, a highlight was given to the work, since 2018, of the Center of Prevention and Land Regularization (NUPREF), which has been working hard to help solving the land conflicts in the State. "The lack of the definitive land title not only brings harm to the population occupying irregular areas, but it is also a delay for the municipalities and also interferes in the work of the Judiciary itself, since these demands overload the Justice System as a whole. That is why the work of Nupref is so essential. Today, 110 of the 139 municipalities in the State of Tocantins are Nupref partners and work together with the Judiciary to solve their land issues; altogether, 7,699 titles have already been delivered through the Center", explained Justice Maysa Vendramini Rosal, who also congratulated the work of the Judges Océlio Nobre, who coordinated the Center for the last four years, and Wellington Magalhães, who accepted the invitation to continue the work.

Seminar

Judge Wellington Magalhães, Nupref coordinator, also spoke at the opening of the event. The magistrate said he believes that events like the seminar are platforms for reflection, the exchange of experiences and the suggestion of solutions to issues that need attention in relation to legal security, economic, social and sustainable issues, which directly impact the lives of the people. 

“The Seminar is an opportunity to discuss, debate and reflect on the issues related to urban and rural land regularization in the State of Tocantins. It is given the importance of this process for the legal security and for the economic and sustainable development of our State. Today, we will have the opportunity to talk and listen to great personalities of the national land regularization, who came to bring their experiences and contribute so that we can move forward. Fortunately, we had a great demand of people, not only from the capital, but also from the interior, to attend the Seminar. There were more than a thousand registered, which demonstrates the relevance of the theme and how we need to talk more about it”, pointed out the Judge.
