Latin American Human Rights Forum suggests United Nations institutional support to Project in Tocantins

The project "Factors of Human Promotion and Sustainability in the Program of Social Empowerment of Indigenous Youth, Children and Women of Bananal Island", in the state of Tocantins, Brazil, received, on the afternoon of Wednesday (21st), at the closing of the First Latin American Forum on Human Security for Human Rights and XII International Congress on Human Rights, the indication and recommendation of the final document, the Letter of Quito, in order to be guaranteed institutional support, to follow up actions in indigenous communities in Tocantins.

Developed by the Regional Electoral Court (TRE) in partnership with the State Justice Court of Tocantins (TJTO), the School of Judges of Tocantins (ESMAT) and the Master's Degree in Jurisdiction and Human Rights, the project's actions began in 2017 and have traveled through several villages of traditional indigenous peoples who live on Bananal Island, considered the largest river island in the world.

For the president of the Permanent College of Directors of State Schools of the Magistracy (COPEDEM), Judge Marco Villas Boas, the appointment reinforces the commitment of the institutions of Tocantins in the promotion, appreciation and empowerment of traditional indigenous communities of Tocantins, an activity that has been developed for more than two years, including activities of awareness and political formation, cultural appreciation and intercultural dialogues with the objective of reducing inequalities and improving the living conditions of indigenous communities, promoting broader and qualitative participation in the democratic process. Now we will seek institutional and financial support from the United Nations so that we can follow up and expand this grandiose project," he said.

Also in the final schedule of the two international events, Mrs. Marcela Gutiérrez, director of the Center for Research on Criminal Policies of the Universidad Externado de Colombia, coordinator of the UNESCO Chair, effective member of the Permanent Committee of Latin America for Crime Prevention (COPLAD), an ILANUD Program, read the "Declaration of Quito, Ecuador". The document contains 11 clauses aiming, besides the indication of the Project of Tocantins, actions in Latin America of strategic monitoring for the relief of violent deaths, partnerships to support the victimization of illicit via internet and cyberspace; fight against organized crime networks; fight against racism; deceleration of insecurity impacts on families, especially when affected by domestic violence or the pain of missing persons, among others.

Still this Wednesday afternoon, with the theme "Factors of Human Promotion in the State of Tocantins", Mr. Rolf Vidal, titular secretary of the Civil House of the State of Tocantins, Brazil, presented a diagnosis of the economic and social situation of the State, as well as the investments in the confrontation of Covid-19 in the 139 municipalities of Tocantins, as well as the economic potential of the State, the tourist po-tencialities, Jalapão being known worldwide. The manager said that there are other tourist attractions in several municipalities of the state, which have a wide biodiversity.

Ms. Cecilia Pérez Rivas, Minister of Justice of Paraguay, effective member of the Permanent Committee of Latin America for Crime Prevention (COPLAD), ILANUD Program, presented the lecture "Human Rights in the Penitentiary System", exemplifying the actions to combat the global pandemic of Covid-19 in the prison population of Paraguay.

At the end of the event, the second forum was established, which will take place in the city of Salvador, state of Bahia, Brazil, on April 11th and 12th, 2022, and will be presided by Mrs. Kerry Kennedy, president of the Robert Kennedy Foundation for Human Rights, based in Washington, United States.
