Focusing on the New Law on Public Biddings and Contracts and the governance guidelines of the National Council of Justice (CNJ), employees of the Judiciary of the state of Tocantins participated in the course on “Planning and Governance Tools in Public Biddings and Contracts - 2025” on September 30th and October 1st. The activity was held in person at the Superior School of the Judges of the State of Tocantins (Esmat), with a class load of 16 hours.
The training was conducted by Professor Tatiana Camarão, who holds a master's degree in Administrative Law, with the aim of strengthening the technical performance of the participants in the use of tools provided for in the Law No. 14,133 of 2021, in addition to promoting more sustainable, ethical, and efficient practices in public biddings.
Vinícius Fernandes Barboza, Control Supervisor of Esmat and student of the course, pointed out that the content covered reinforced, in a practical way, the importance of instruments such as the Preliminary Technical Study, the Terms of Reference, and Risk Management.
“Real situations faced by public managers were examined, demonstrating how poorly designed planning leads to contract failures and liabilities, while good governance practices—such as standardized procedural flows, checklists, and risk analysis methodologies—strengthen legal certainty and administrative efficiency," he said.
According to him, the simulations conducted in the classroom helped in the practical understanding of the instruments and their strategic function. “The simulations, especially in dealing with risks and building justifications for necessity, made it possible to understand how these instruments work in practice and how they can avoid litigation, rebalancing, and rework,” he said.
