Cnj And Enfam Open Registrations For Course On Mental Health And Human Rights

Registrations are open until August 22nd for the advanced course in mental health and human rights, aimed at federal, state and electoral judges. The training will be held from August 28th to October 3rd, with a workload of 30 class hours and 40 vacancies available. Registrations can be made by EducaEnfam.

The training is promoted by the National Council of Justice (CNJ) in partnership with the National School for Training and Improvement of Magistrates (Enfam) under the program Making Justice. It is aligned with the goals of the Pena Justa (Fair Penalty) plan, reinforcing the institutional commitment to the Anti-Asylum Policy of the Judiciary.

The course will be divided into four thematic units: Mental Health, Human Rights and SUS Guidelines (conceptual, historical and normative approach); Mental Health and Prison System (role of the Judiciary in the implementation of the Anti-Asylum Policy) (action articulated with the Rights Guarantee System); and Deinstitutionalization (parameters for actions of the Judiciary in relation to the redirection to treatment outside custody hospitals).

The objective of the course is to train magistrates to develop strategies and solutions aimed at protecting and guaranteeing the human rights of people with mental disorders and psychosocial disabilities, including adolescents in compliance with socio-educational measures. The training also promotes the necessary articulation between the Unified Health System (SUS) and the social protection network, based on current regulations.

According to Luís Lanfredi, coordinator of the Department of Monitoring and Supervision of the Prison System and the System for the Execution of Socio-educational Measures (DMF), "the training of magistrates focusing on Anti-Asylum Policy is essential for decisions to be aligned with the guarantees of rights and care in freedom, strengthening a more human action and committed to the dignity of people in mental suffering".

The registration and selection process will consider the Affirmative Action Policy of Enfam. Accessibility conditions will be guaranteed, including, when necessary, assistive technologies such as Libras, subtitling and audio description.

Anti-asylum policy

The training integrates recent efforts of the CNJ to strengthen the anti-asylum policy in the Judiciary. The Council has recently published a report showing progress in all the units of the federation: all courts have already implemented or submitted action plans to implement the Resolution 487 of the CNJ of 2023. The CNJ also launched the Manuals of Judicial Inspections in Establishments of Deprivation of Liberty, with emphasis on the Monthly Inspection Notebook no 5, which guides the action of the Judiciary in access to integral health, including care for people with mental disorders under custody.

This action is aligned with the national goals of the National Fair Penalty (Pena Justa) Plan: adoption of national parameters in all courts for decision-making for specific crimes and profiles, such as the implementation of the flow of the Resolution 487 of the CNJ, 2023, at the gateway, ensuring the exclusion of people with mental disorders from custodial hospitals and prisons* (Indicators: 1.1.3.2.3.3.3, 2.2.2.7.1.1, 2.2.2.7.2.1, 2.2.2.7.3.1, 2.2.2.7.4.1); and the implementation of a strategy to promote the mental health of prison servers, with Centers of Health and Life Quality (Indicators: 2.5.1.2.1.1 e 2.5.1.2.2.1).
