
During the semester in which she coordinates important training courses promoted by the Superior School of the Judges of the State of Tocantins (Esmat), Judge Cirlene Maria de Assis Santos Oliveira presented her doctoral thesis on Tuesday (May 7th) at the Doctorate Program in Law at the University Center of the city of Brasília (CEUB).
Entitled: “Rehabilitation and re-socialization of perpetrators of domestic and family violence: an integrative and multidimensional perspective in different legal and cultural contexts”, the research proposes an expanded look at public policies to combat violence against women, with an emphasis on methodologies for holding perpetrators accountable and critical reflection.
The thesis also highlights the experience of the Judiciary of the state of Tocantins in implementing programs such as EM PAZ (IN PEACE), which combines psychological, sociological and legal approaches in the re-education of male perpetrators of violence.
During her presentation, the magistrate analyzed the effectiveness of institutional practices, addressed the theoretical foundations of accountability policies and defended the adoption of strategies that take into account the regional reality, socio-cultural factors and national and international normative frameworks, such as the Recommendation No. 124 of the CNJ of 2022 and the Federal Law No. 14,448 of 2022.
The research was supervised by Professor Antônio Henrique Graciano Suxberger, a member of the State Prosecution of the Federal District, and included the participation of the following professors on the panel - composed equally in terms of gender: Professor Bruno Buonicore (CEUB), Professor Raquel Tiveron (CEUB and Public Prosecutor of the Federal District), Professor Odete Almeida (TJTO/Esmat) and Professor Tarsis Barreto (UFT/Esmat).
Based on qualitative methodology, documentary analysis and a literature review, the work examined accountability programs adopted by the Judiciary in different contexts, evaluating theoretical foundations, results and impacts. The theoretical framework was made up of authors such as the supervisor himself and Professor Adriano Beiras (UFSC), a national reference in the field of Psychology and Gender, and a collaborator of the CNJ in the formulation of the Recommendation no. 124.
The thesis argues that holding perpetrators of domestic violence accountable must be combined with practices of re-education and critical reflection. By combining psychological, sociological, legal and interdisciplinary approaches, the study broadens the understanding of the causes and effects of violence and reinforces the importance of public policies that promote behavioral change and social justice.
Courses at Esmat
In addition to her academic work, Judge Cirlene continues to coordinate initiatives promoted by Esmat during this first semester. She is currently leading the Training of Facilitators to Assist Victims of Domestic and Family Violence against Women, which began on March 10th and continues until July 16th. The training is aimed at preparing professionals to work with reflective groups for women in situations of violence, in accordance with the Article 9 of the Law 14.448 of 2022 and the guidelines of the Quality Award of the CNJ.
Along the same lines of training, the course on Facilitating Reflective Groups for Men Who Have Committed Violence Against Women was recently completed, from March 7th to April 25th, with a focus on qualifying members of the Multidisciplinary Team Management Group (GGEM).
Also in May, the course on Application of the Trial Protocol with a Gender Perspective to Guarantee Access to Justice will begin, from May 12th to 30th. The initiative is in line with the guidelines of the CNJ and it aims to train magistrates and civil servers to adopt gender-sensitive judicial practices, promoting more equitable and accessible decisions.
