The Superior School of the Judges of the State of Tocantins (ESMAT), an organ of the Court of Justice of the State of Tocantins, based in the capital Palmas and covering the entire state, aims at the training and improvement of Judges and public servers as essential elements to the improvement of the jurisdictional provision. Created by Resolution 005, of 1998, of the Court of Justice of the State of Tocantins, in a plenary session on November 5th, 1998, it was installed in 2003, by the then president of the Court of Justice, Judge Marco Villas Boas, after approval of its regulations by the Full Court. The initiative, as stated in Article 1 of the referred Resolution, was the creation of an organ in the Court of Justice capable of meeting the requirements foreseen in Article 93, item II, letter c, and IV, of the Federal Constitution. By means of Resolution No. 02, of 2011, of the Court of Justice, published in the Diary of Justice No. 2589, of February 15th, 2011, the functional training and improvement schools of the State Judiciary were unified, with the incorporation of the Judiciary School of the Judiciary Power of the State of Tocantins, which had been created by Resolution No. 14, of August 13th, 2009, of the Court of Justice. Thus, Esmat is now consolidated as a corporate educational institution, which serves magistrates and public servers, of the first and second instance, linked to the Judiciary of the State of Tocantins, in order to achieve technical and ethical excellence in the services provided by the State Justice.

With Constitutional Amendment No. 28, of December 8th, 2015, of the Legislative Assembly of the State of Tocantins, Esmat now has a state constitutional status, appearing in § 7 of item VI of Article 43 as a body of the Court with the task of training and improving magistrates and public servers.Justices Liberato Póvoa, Dalva Delfino, Marco Villas Boas and Luiz Gadotti have already held the position of Director of ESMAT, see complete list.

Esmat's objectives are provide means for the specialization, initiation, improvement and updating of magistrates and servers to the exercise of jurisdictional power and function; encourage scientific research and legal debate of relevant themes, in order to collaborate to the development of the Science of Law, with a view to the improvement of the legal system, whether in the elaboration, interpretation and application of laws and presentation of projects for the improvement of legislation; to encourage the exercise of justice, the strengthening of human solidarity, the understanding and promotion of the rights and duties of the individual; to provide the academic community and society in general access to knowledge of the legal system as a way to improve society and prevent conflicts; to provide the effectiveness of citizenship through the improvement of studies and scientific research in search of respect and strengthening of the fundamental rights of the human being.
