Judiciary Of The State Of Tocantins Brings Together More Than 340 Registrars And Notaries At State Meeting

The State Meeting of Registrars and Notaries of Extrajudicial Offices and the General Internal Affairs of Justice of the State of Tocantins (CGJUS) opened on Wednesday evening (August 14th) with the sound of the Vereda project, which since 2016 has been promoting Tocantins culture through music and traditional dances performed by children and young people from the district of Taquaruçu.

In its first edition, the meeting brought together around 340 professionals who work in the notary and registry activity in the city of Palmas for two days of programming, seeking to promote the standardization of procedures, professional updating, the adoption of technological innovations and the continuous improvement of notary and registry services, contributing to efficiency, transparency and legal certainty in the provision of services to society.

“It was a very important meeting for us at the General Internal Affairs of Justice. The Judiciary has a lot of respect for registry offices throughout the State and today we understand the importance of bringing registry offices closer to the Judiciary. It's very important working for society as a whole and this meeting will be a mutual exchange, where we will all have something to learn and teach. I hope that the meeting will be productive so that everyone leaves with a service of excellence that they can bring to their respective offices,” said Maysa Vendramini Rosal, the Chief Justice.

Attending the opening ceremony, the President of the Court of Justice of the State of Tocantins (TJTO), Justice Etelvina Maria Sampaio Felipe, highlighted the relevance on the theme of the meeting - Dialogue and Integration - and pointed to the use of simple language as a tool for getting closer to citizens. “It's a joy to see this auditorium full of competent professionals who are helping to stop a large number of cases from reaching the Judiciary. The theme of this 1st meeting, 'Dialogue and integration', was certainly the right one, as it will further strengthen this activity. It was an event with a wide-ranging programming, where one lecture caught my attention: SimpleTOC. Simplified language doesn't mean that we're leaving legal language behind, but that we're making it accessible to our citizens. I wish everyone an excellent meeting, and that ideas come out of this to improve the work of registrars across the State,” she said.

Valdiléia Maria Leão Pereira Souza, head of the Real Estate, Legal Entities, Titles, Documents, Protests and Notary Public Registry Office in the municipality of Centenário, congratulated the Judiciary on the initiative. “I would very much like to congratulate the President and the Chief justice for this initiative to value the category. It gives me even more incentive to work,” she said, noting that she has worked as a notary public for 30 years and that in the municipality the most sought-after services are inventory. 

Extrajudicial

Linked to the CGJUS, the Extrajudicial sector is coordinated by the assistant judge for Notary and Registration Services, Esmar Custódio Vêncio Filho. In his speech, the magistrate highlighted the progress made in the current administration, highlighting teamwork, actions, programs and projects such as the Itinerant Registry; virtual correction; citizenship in prisons; Integrated Management System of Extrajudicial Offices of the Judiciary of the State of Tocantins (Gise); Meeting of the College of Chiefs Justice of the Courts of Justice of Brazil (Encoge) and now, the 1st State Meeting of Registrars and Notaries.

“This is a historic event that has been institutionalized in the Extrajudicial sector, so today is a very special evening that makes us emotional. This time in the sector will remain etched in my history, in my memory. You are branched out in all the municipalities and when we go to these municipalities it is the materialization of the Judiciary for integration and the exchange of ideas. The extrajudicial is there, always serving. Thank you all very much and have an excellent event,” said the magistrate.

The president of the Association of Notaries and Registrars of the State of Tocantins, Valdiram Cassimiro da Rocha Silva, highlighted respect as a pillar between the Judiciary and the Extrajudicial. “In at least 15 years of attending this House, I've never seen this auditorium packed like this, and even more so with notaries and registrars. This shows respect for the administration, which is always at the disposal of those who need it. This is management that goes beyond paper. The registry and notary activity is what the Judiciary is seeing, an increasingly swift activity, which will certainly demonstrate that de-judicialization is fundamental for society as a whole.”

Lecture

“The more streamlined, the simpler, the more economical for the country. It brings economic gains, in addition to reduce the workload of the Judiciary, it brings economic gains for the country,” said Law Judge Paulo Rogério Bonini of the State of São Paulo, at the opening of the keynote lecture on ‘De-Judicialization and Extrajudicial Services’.

Aspects such as the question of extrajudicial execution of fiduciary alienation in guarantee of real estate; the recognition of stable unions directly before the registrar without the need to file a lawsuit; the possibility of making inventories; separations and divorces directly with the notary were some of the points addressed during the lecture, which dealt with changes in the function over the last 30 years.

“Today the delegates are not just registrars or notaries, but they have come to replace the Judiciary in some situations, in a way to help the Judiciary solve this crisis of work overload. You facilitate access, many towns don't have a courthouse, there's no Judge, but there's a registrar, a notary there, so these are ways of facilitating access, facilitating solutions, thinking of these issues as instruments for exercising citizenship,” he concluded.

The meeting will continue until the end of Thursday afternoon (August 15th), from 8am to 6pm, in the auditorium of the TJTO, with three presentations and seven round tables on relevant topics. Check out the full programming.
