Workshop discusses the brazilian penal system and re-socializing public policies in the management of the prison system

The discussions about the criminal justice system in Brazil are vast and complex. In recent years, the growth of the prison population in the country has generated numerous debates, mainly focused on the construction of policies aimed at human rights.

Held on Tuesday afternoon (18th), in the auditorium of the Superior School of the Judges of the State of Tocantins (ESMAT), the workshop on "Penal System and Human Rights", as a complement to the XIV International Congress on Human Rights, included explanations and debates on the process of social reinsertion of the inmate.

Participating on the panel were Tarsis Barreto Oliveira, PhD in law; Paulo Sérgio Gomes Soares, PhD in education; Emine Eylem Aksoy Retornaz, Master in public law; José Ribamar Mendes Júnior, second Deputy Director of Esmat; and Ricardo Gagliardi, Judge of law (TJTO).

In his speech, Judge José Ribamar Mendes Júnior highlighted the importance of the social assistance to the inmate, in order to prepare him to return to social life.

"The prisoner must be re-educated, resocialization is the best way. And Brazilian society must invest in this, no matter how painful it may be. What is missing is the investment in public policies and that society is more engaged with these actions," he commented.

Following the debate, Judge Ricardo Gagliardi presented important reflections on the democratic rule of law. The workshop leader also contextualized historical information about punitive punishments in Brazil and Turkey.

"One of the fundamental principles in the democratic rule of law is the dignity of the human person, few know this," he said.

The international speaker, Eylem Aksoy Retornaz, spoke about the prison system in Turkey, the concept of the criminal law of the enemy, and how the growth of these cases affects society.

Doctor Paulo Sérgio Gomes Soares used his speech space to explain, in a critical way, the problems involved in the bourgeois state and law.

 

About the Congress

Promoted by the Superior School of the Judges of the State of Tocantins (ESMAT), since 2012, and organized by the Master's Program in Judicial Provision and Human Rights in partnership with the Federal University of the State of Tocantins (UFT), the XIV International Congress on Human Rights, with "The Protection of Human Rights in War and Pandemic Scenarios" theme, will start this Wednesday and will last until Friday, that is, from October 19th to 21st, 2022.
