The event is a partnership between the Superior School of the Judges of the State of Tocantins (ESMAT) and the Military Police of the State of Tocantins (PM/TO), with the support of the Judiciary of the State of Tocantins and the Stricto Sensu Graduate Program in Judicial Provision and Human Rights.

In her speech, Associate Justice Ângela Issa Haonat, the first Deputy Director of Esmat, highlighted the studies of Joaquin Herrera Flores on Human Rights.

"I cannot begin my speech without remembering, as Joaquin Herrera Flores teaches us, that human rights make up a rationality of resistance because they translate processes that open and consolidate the spaces of struggle for human dignity, and from this perspective an inalienable right of all of us without distinction of sex, race, color, and religion," he explained. The seminar also included a cultural presentation by the singer Relmivam R. Milhomem.
