Panel on Human Rights Training for Police Officers opens day 2 of The I Military Police Human Rights Seminar

The panel on Human Rights Training for Police Officers, led by Colonel Aritanã Lisboa do Rosário, opened the second day of the 1st Military Police Human Rights Seminar: "Police activity and integrated and integrative public security policies", which is being held in the auditorium of the Court of Justice of the State of Tocantins (TJTO), with live broadcast on the Youtube channel of the Superior School of the Judges of the State of Tocantins (Esmat). The event is aimed at deepening the debate on best practices for the application of the State public security management and human rights assurance.

During his explanation, Colonel Aritanã Lisboa, who is sub-commander of the Military Police of the State of Maranhão, spoke about the following topics: Education in and for Human Rights and its challenges (eliminating prejudices, fighting the "police subculture", and updating the curricula of the training courses, habilitation and in internships); Establishment of internal policies to value the public safety professional (Continued qualification, Analysis and case studies, Recognition and merit); Increase in the care for the health and safety of the PSP (availability of Psychosocial Assistance); and Pact for Peace in the State of Maranhão, a program created by the Government of the State of Maranhão through Law no. 10. 387 of December 21st, 2015, whose goal is to promote social peace, the culture of human rights, and respect for laws.

Human Rights and Society

"It is necessary to think about more events like this one to debate human rights and their applicability within the Military Police. It is fundamental to promote this discussion within the institution and highlight the importance of human rights in dealing with society, since the institution is always on the streets and in direct contact with the population. It is necessary to worry about the guarantees of the dignity and value of each person, to value the equal treatment and no discrimination against the individual, whether he is on the margins of the law or not. The prepared police officer ensures the rights of each citizen and makes it easier for the parties to live together, besides ensuring that the citizen is treated fairly," said the Colonel.

Public Security

Composing the panel of debaters, the Public Safety Secretary of the State of Tocantins, Wlademir Costa Mota Oliveira, corroborated the positions of the Colonel from the State of Maranhão and also highlighted that it is necessary to think about human rights related to the mental health of military police officers. "We must keep a close eye on our military so that they don't reach a critical picture of mental illness, such as depression or anxiety," commented the secretary.

Office of the Public Defender

Coordinator of the Specialized Center for the Defense of Human Rights (NDDH), Public Defender Euler Nunes pointed out the importance of the event for the qualification of the police officers, who are public security actors and experience situations related to human rights on a daily basis.

"I believe that this seminar is one of the main human rights events related to the Military Police that the State of Tocantins has ever held. It is necessary to discuss this issue within the corporation and thus we will have reflexes in the guarantees of human rights. It is always good to think about promoting the teaching exercise, to bring discussion and experience of what is on the agenda. Today we had an excellent example with what was put here by Colonel Aritanã and certainly this awakened a collective attention for what is necessary to be done to guarantee rights", pointed out the Public Defender.

Lieutenant-colonel Flávio Santos Brito was also part of the panel of debaters and made considerations about the performance and preparation of the Military Police of the State of Tocantins regarding the human rights theme.

The seminar is an initiative of the Military Police of the State of Tocantins (PM/TO), with the support of the Judiciary of the State of Tocantins, through Esmat and the Stricto Sensu Graduate Program in Judicial Provision and Human Rights. The aim of the action is to approach the human rights theme from an academic, reflexive, and pragmatic perspective.
