The Superior School of the Judges of the State of Tocantins (Esmat) concluded on Tuesday (November 18th), the course on Changes and Additives in Administrative Contracts, aimed at civil servers of the Judiciary of the state of Tocantins that act directly in public procurement processes. The training had a workload of 16 hours, in face-to-face format.
Led by the specialist in public management and contracts Silvio César da Silva Lima, the course presented the main fundamentals governing contractual modifications, highlighting the quantitative, qualitative and legal limits provided for in the legislation, as well as the appropriate forms of formalization of additives and the necessary care in the management process.
In addition, essential issues for administrative action were discussed, such as the Economic-Financial Balance of Contracts; The Differentiation Among Readjustment, Rearrangement and Revision; and The Responsibilities of Public Agents. The participants also analyzed relevant findings from audits of the TCU, broadening their understanding of risks, regulatory requirements and good practices.
The activities aimed to train the participants to understand, analyze and apply the rules and jurisprudence regarding changes and additives in administrative contracts, with emphasis on the Law no 14.133 of 2021, developing management skills, supervision and control of contractual additives, in order to ensure the legality, efficiency and protection of the treasury.
