It closed in the afternoon of this Tuesday (28/10), the course on Preparation of Preliminary Technical Study (ETP) and Term of Reference (TR), promoted by the Superior School of the Judges of the State of Tocantins (Esmat) in the Distance Learning mode. Taught by Professor Antônio Fernandes Soares Netto, the course aimed to qualify civil servers of the Judiciary of the state of Tocantins for the preparation of ETP and TR in accordance with the Law no 14.133, of 2021.
In addition to the alignment with the standards of the Law no 14.133, of 2021, the participants consolidated practical knowledge to qualify all stages of planning and contracting: structuring of the ETP (identification of need, market study, feasibility analysis, cost estimation and risk management) and TR (precise definition of the object, performance and quality requirements, selection criteria and supervision guidelines), with emphasis on avoiding recurring errors.
The integration between ETP and TR was exercised ina case study with presentation of groups, reinforcing how the documents complement each other in the bidding process and ensure cost-effectiveness and legal certainty. In the final meeting, the participants completed the practical simulation of integration between ETP and TR, with case study and group presentation, consolidating methodologies, quality criteria and good practices for an efficient and legally secure public procurement.
