The New Law on Public Bidding and Administrative Contracts 2021Course - An overview of the novelties introduced by Law No. 14.133, of 2021 has begun classes

Began on Monday (August 9th), the New Law on Public Bidding and Administrative Contracts 2021 course - An overview of the new features introduced by Law No. 14133 of 2021. Held by the Superior School of the Judges of the State of Tocantins, the objective is to train and update the public servers about the rules and procedures arising from Law No. 14133 of 2021, always emphasizing the differences in relation to previous legislation, to enable their activities related to public procurement.

The course has a class load of 30 hours and will last until August 30th, 2021. Forty vacancies were offered and distributed among public servers (permanent and commissioned) of the Judiciary of the State of Tocantins, or public servers from other assigned bodies.

The activities are being carried out through Esmat's Virtual Environment and Zoom Platform.

Among the specific objectives of the course are: to offer an update to male and female public servers that deal with the matter for the correct conduction of public biddings and administrative contracts, in accordance with the new Law; to contribute to the development of the activities developed by operators in the related areas of the Court of Justice of the State of Tocantins, regarding the norms and procedures related to the New Bidding Law (Law no. 14. 133, of 2021); Improve actions in the scope of public contracting, consolidating good practices, introducing new institutes of the Brazilian bidding system, offering current and technical information, fundamental in relation to the New Bidding Law (Law nº 14.133, of 2021).

About the professors

Sandro Henrique Maciel Bernardes

Auditor at TCU, since 2001. He is currently in the Logistics Procurement Secretariat of the Federal Audit Court. He was one of those responsible for the Court's edited bids and contracts bulletin. Ex-Server of the CGU. He was the coordinator of the TCU's Technical Group that reviewed the House of Representatives Bill no. 1,292, which will replace Law no. 8,666 of 1993 (Bidding Law). Institutionally collaborated with the drafting of Decree No. 10,024, 2019 (New “Pregão”), in several meetings promoted with the Ministry of Education. Professor of several public institutions (ISC-TCU; Enap-Ministry of Planning; TCE-CE, TCEMT and TCE-MS, among others). Professor of preparatory courses for public competitions in Brasília, São Paulo and Belo Horizonte. Author of a book on tenders and contracts. Specialist in governmental auditing. Consultant associated with Conexxões. 

 

Thiago Bergmann de Queiroz

He has given training in several Public Organizations, working in the areas of Accounting, Bids and Contracts, such as TSE, CNJ, Universities, TJs, among others. Bachelor's degree in Accounting. Master in Administration. He is currently a judicial analyst at a Court, where he works in the areas of Electoral and Party Accounts Examination, Internal Auditing, Purchasing and Bidding, especially in cost analysis and price formation. He worked at the Research and Analysis Secretary of the Attorney General's Office, for the Federal State Prosecution, in advisory activities of the operational, tactical and strategic activities, of the goods and services contracting processes and in the relationship with other organs. He was a professor at Mackenzie Presbyterian Institute. He has published articles, such as: Corporate Governance and Information Incorporation Speed: Lead-Lag between the IGC and IBrX and Evidence of Speculative Bubbles at Bovespa: An Applicationof the Filter of Kalman.
