TJTO Helds The First Interstate Exchange Of Judges And Gives Seat To The Judge Of The TJPA

In a historical milestone, the Court of Justice of the State of Tocantins (TJTO) held, for the first time, on this Monday (April 6th), the exchange among judges of different States, with the seat of judge Ana Priscila da Cruz Dias, of the Court of Justice of the state of Pará (TJPA), who starts to act in the Criminal Court of Colinas do Tocantins. The ceremony, conducted by the president of the TJTO, Maysa Vendramini Rosal, took place in the office of the Presidency, with the presence of the general chief of Justice, justices, judges, and family members of the magistrate in charge.

The exchange, a mechanism provided for in the Organic Law of the National Magistracy (Loman), which allows the exchange of positions between magistrates of equal interrelation in separate courts, represents an advance in career mobility and integration among Brazilian courts.

Carried out in triangulation format, the exchange involved three magistrates. Judge Emanuela da Cunha Gomes, from the state of Tocantins, began to act in the state of Ceará, while Judge Verônica Margarida Costa de Moraes, from the ECJ, went to the TJPA. With this, Judge Ana Priscila da Cruz Dias, from the state of Pará, becomes part of the Judiciary of the state of Tocantins.

The unprecedented nature of the measure, combined with the possibility of family rapprochement and exchange of experiences among courts, was highlighted by the president of the TJTO, Justice Maysa Vendramini Rosal.

“We are very happy with this possibility, because it allows people to work with more tranquility, closer to the family. When the person is well in the family environment, it directly reflects on the work", she emphasized.

The president also added: "This initiative brings the possibility of exchange of good practices. What is done in the Court of the state of Pará can often be useful here for us, in the state of Tocantins, and the important practices of Tocantins the judge can lead to the state of Ceará. Experiences can be shared and replicated among courts, always with the aim of improving judicial provision."

For the general chief of Justice, Judge Pedro Nelson de Miranda Coutinho, the measure represents institutional advancement and career appreciation.

"It is extremely important this possibility of exchange, because it allows people who have done a contest in other states that are not of origin to return to their places."

Judge Ana Priscila has approximately 13 years of magistracy and experience in various areas. Acted as the holder of the 2nd Civil Business Court of the District of Redenção. Upon taking office, she highlighted the personal and professional significance of the achievement.

“I will do my best, doing what I like most, which is to exercise jurisdiction. And now I know that I will be happier, because Tocantins is the state I had the honor to choose”.

The magistrate also highlighted her trajectory in the state of origin.

"I thank the Court of Justice of the state of Pará, which will always be part of my history. There I entered as a judicial analyst and left as a judge of second interency. They are 13 years of memories and experiences, and I’m ready to live new challenges.”

Exchange

The initiative follows the guidelines of the Resolution no. 603 of the National Council of Justice (CNJ), from 2024, which regulates the exchange among magistrates of state, federal and Federal District courts, giving effect to the Constitutional Amendment no. 130 from 2023. At the local level, the procedure was disciplined by the Resolution No. 23 of the TJTO, of 2025, and implemented through the Judicial Decree No. 418, of 2026, published in the Gazette of Justice no. 6,078, of March 31st, 2026.

The auxiliary judges of the Presidency, Ariostenis Guimarães Vieira and Esmar Custódio Vencio Filho, who acted in the construction of the norm in the state of Tocantins, reinforced the national character of the magistracy and the benefits of the measure.

"This resolution was prepared based on the guidelines of the CNJ, with adaptations to the reality of the State. It is a triangular exchange involving three magistrates, and is the first one carried out in the state of Tocantins. This type of exchange is very beneficial, as it reconciles the interest of the administration with the personal interest of the magistrates, especially in relation to family matters. It is a historical moment, and the expectation is that, if there is a possibility, this model can be expanded", noted Judge Esmar Custódio Vencio Filho.

"This is a great advance for the career of the magistracy, as it allows judges to transit through the country, considering that the Judiciary is one, and there should be no distinction among magistrates from different States. The Constitution was reformed precisely to allow these removals by means of exchange," said the auxiliary judge of the Presidency, Ariostenis Guimarães Vieira.

Also participated in the ceremony Justices Etelvina Maria Sampaio Felipe, Gil Corrêa, Nelson Coelho Filho, Luiz Zilmar dos Santos Pires; the president of the Association of the Judges of the State of Tocantins (Asmeto), Judge Allan Martins Ferreira; Judge Juliane Freire; and relatives of the magistrate: husband Vinícius Dias, children Sofia Dias and João Dias, and mother-in-law Deusirene Batista de Sousa.
