Esmat Awards A Medallion To Authorities With Outstanding Track Record In The Supervision And Strengthening Of Public Institutions In Angola And The State Of Tocantins

The Superior School of the Judges of the State of Tocantins (Esmat) awarded, on Tuesday (Feb 3rd), the Esmat Medallion to the counselor of the Court of Auditors of the State of Tocantins (TCE/ TO), André Luiz de Matos Gonçalves, and to the judge counselor president of the Court of Auditors of Angola (TCA), Sebastian Dominic Gunza. The honor was granted by means of Administrative Acts no 093 and no 092, signed by the general director of Esmat, Justice Marco Villas Boas.

Born in the city of Fortaleza (CE), André Luiz de Matos Gonçalves is a full board member of the TCE/TO, with outstanding work in the areas of Public Law and control of financial administration. Graduated in Law, he was an officer of the Brazilian Army, prosecutor of the state of Tocantins and dean of the University of the State of Tocantins (Unitins). He also works as a professor and researcher, being a doctor of law, master in Judicial Provision and Human Rights - course developed in partnership with Esmat - and postdoctoral in public policy. Throughout its history, it has contributed to the improvement of external control and to the dissemination of legal and institutional knowledge.

Judge Sebastião Domingos Gunza presides over the Court of Auditors of Angola and he has a consolidated track record in the financial judiciary and public administration. Born in Angola, he built a career marked by technical rigor, the defense of transparency and the promotion of good governance. Before assuming the Presidency of the TCA, he held strategic roles in the control and oversight of the Angolan public administration, including positions in the General Inspection of the State Administration and the Ministry of the Interior, with a relevant role in combating financial irregularities and defending the public interest.

The ceremony was also attended by Professors Suzana Gilioli da Costa Nunes and Waldecy Rodrigues, as well as Angolan academics linked to the Stricto Sensu Post-Graduation Program in Public Policy Management at the Federal University of the State of Tocantins (UFT), who are in the city of Palmas to fulfill the face-to-face phase of the program, consisting of intensive classes and academic activities. The participants were: Adriano Gonga, Aquiles Francisco, Edna Dumbo, Helena Antunes, Josefina Lalueto, Milcon Nguinza, Wilson Hanati and Yara Figueiredo.

Established by the Resolution no 001 of 2005, the Esmat Medallion is intended for personalities who contribute in a relevant way to the strengthening of public institutions, Justice and legal knowledge.
