Generative Artificial Intelligence And Human Development Are Topics Of The Opening Conference Of The 2nd Tocantinstech

With the auditorium crowded, the State Prosecution of Tocantins received, on Wednesday night (October 29th), the audience for the opening conference of the 2nd TocantinsTech. The inaugural moment of the event was led by Justice Marco Villas Boas, general director of the Superior School of the Judges of the State of Tocantins (Esmat) and president of the Permanent College of Directors of State Schools of the the Magistracy (Copedem), who brought to the center of the debate the theme:  "Critical reflections on the Singularity".

Balancing theoretical references, personal experiences and philosophical provocations, the justice led the public to think beyond the technical limits of Artificial Intelligence (AI). Inspired by authors such as Ray Kurzweil, Michel Foucault and Zygmunt Bauman, Marco Villas Boas addressed the concept of technological singularity - the predicted point at which AI will surpass human intelligence, which in the vision of Kurzweil will occur in 2045, after the explosion of artificial intelligence predicted for 2029. For this reason, the explosion of non-human intelligence is no longer perceived as a distant event, but as something likely that already influences us, subtly and intensely.

"Technology cannot take the place of human consciousness. It needs to be at the service of dignity", he said, recalling that even in the face of increasingly complex algorithms, it is the value of human life that must remain as an ethical measure for the use of the tools we have developed.

In a reflective tone, the justice also addressed the impacts of the surveillance capitalism, which arose from the residual data of the internet users, highlighting that today the digital economy is no longer based only on the production of goods, but also in the massive exploitation of personal information.

“We are used to produce the data that feeds a system that transforms behavior into product", he said.

During the lecture, Marco Villas Boas shared impressions about international academic experiences, such as a visit to the University of Macau in China, where he met advanced AI research centers. The mention served as a backdrop for a broader provocation about which future model we are building.

“We need to think of progress that does not concentrate power, but distributes it; a progress that strengthens society, and not just the State," he said.

Recognition and institutional presence

The opening panel of the event was attended by authorities from the legal, academic and governmental spheres. The prosecutor Maria Cotinha Bezerra Pereira highlighted the future vision and commitment of the general director of ESMAT:

“Justice Marco Villas Boas is a visionary. His dedication to the state of Tocantins and his leadership in the dialogue between technology and Justice are reasons of pride for all of us”.

The dean of the Federal University of the state of Tocantins (UFT), Maria Santana, reinforced the importance of universities in the production and democratization of knowledge, highlighting the partnership developed with Esmat in the master’s degree and doctorate in Governance and Digital Transformation (PPGGTD), as well as in scientific research, such as the Interdisciplinary Laboratory of Artificial Intelligence (LIIARES) installed at Esmat. In addition, it announced the opening of a new undergraduate course in Artificial Intelligence at the Palmas campus, which will contribute to the development of new technologies and innovation in the state of Tocantins.

Representing the state governor, Afrânio Vilar de Carvalho reaffirmed the commitment of the management to digital transformation and public innovation. "Technology is a path to more efficiency, less bureaucracy and more results for the citizen," he said.

The president of the Association of Public Servers of Information and Communication Technology of the State of Tocantins (AsticTO), Leonardo Barcelos, also highlighted the decentralization proposal of the event: "Innovation is not the privilege of developed regions. It is here, in the heart of Brazil, that we are building a vibrant, active and transformative technological ecosystem".

The programming followed with the conference on "Disruption: what happens when technologies come together to redesign the world?", taught by Neuroscientist Leandro Mattos, artificial intelligence expert and CEO of Cognisigns. Closing the evening, the participants were invited for a cocktail of integration and NETWORKING, promoted in the auditorium of the State Prosecution of Tocantins.

About the event

TocantinsTech is promoted by AsticTO, with support from UFT and MPTO. The programming continues until Friday (October 31st), gathering experts, researchers and public servers in panels, case presentations and discussion tables on topics such as Cybersecurity, Artificial Intelligence and Digital Transformation in the Public Sector.

The Judiciary of the state of Tocantins is also present with the presentation of two cases: the Eproc System, presented by server Ângelo Stacciarini Seraphin, and the Giseli tool – Intelligent Correction -, presented by Harly Carreiro, both bringing solutions already applied that combine innovation, automation and process efficiency.
