Glossary Of The National Goals Of 2025 Of The Judiciary Is Published

Brazilian courts can now establish strategies and plans for meeting the ten National Goals of the Judiciary by 2025. The Glossary of the National Goals has already been published on the website of the National Council of Justice (CNJ), with the classes and procedural matters that will be considered and the calculation methodologies for measuring the performance of the courts.

The glossary was published on Tuesday (January 14th), earlier than in previous years, so that the courts can design and implement their strategic plans from the start of the year. The guidance to speed up the publication of the glossary was given by the President of the CNJ and the Federal Supreme Court (STF), Minister Luís Roberto Barroso.

The production of the glossary reflects the collaboration between the CNJ and the bodies of all branches of justice applied to the materialization of the National Goals for improving efficiency, transparency and the provision of justice services throughout the country. The document relied on the voluntary work of civil servers from various bodies, with suggestions for the work carried out by the Council and the revision of the material.

“With the support of these civil servers, the Glossary for the National Goals of 2025 was published beforehand and it is now more in line with the calculation of the Goals according to the subjects corresponding to each segment of justice,” said the coordinator of the Strategic Management Department (DGE/CNJ) and assistant Judge to the President, Fábio Cesar dos Santos Oliveira.

The glossary includes, for example, the change in the period for calculating the National Target 1, which is to try more cases than those distributed. In 2025, the interval between December 20th, 2024 and December 20th, 2025 will be considered, so that the period of suspension of procedural deadlines provided for in the Code of Civil Procedure does not compromise the achievement of the targets. There are also new features for measuring compliance with the National Goal 3, which encourages conciliation, and the National Goal 4, which focuses on misconduct cases.

Permanent goals

Considered a permanent commitment of the Judiciary, the National Goal 1 aims to try more cases than are distributed. As part of the monitoring of the National Strategy for the Judiciary 2021-2026, the Target must be met by all segments. The courts will have to hear a greater number of cases - i.e. at the initial stage of analysis - than the total number of new cases brought before the courts during the period set out in the glossary.

National Goal 2 is also a permanent goal, assumed as a commitment by the Judiciary since 2009. It establishes the judgment of the oldest cases pending before the courts and, for each segment, there is a percentage of compliance that takes into account the length of time the case has been pending since it was initiated before the courts.

This stock includes, for example, cases distributed since 2009 in the Federal Court. The commitment made by the six federal regional courts for 2025 is that all of them will receive a sentence by the end of this year. Also included in this target are all cases pending for 15 years or more in the state courts.

Among the superior courts, the Superior Court of Justice (STJ) must hear 100% of the cases distributed by December 31st, 2018; while the Superior Labor Court (TST) must hear all cases distributed by the end of 2019.

The Electoral Court, meanwhile, must analyze all cases pending judgment for six years or more. In addition, the goal calls for all cases pending for five years or more in the regional labor courts to be judged, while in the Federal Military Court, all cases pending for five years or more must be judged.

There are also efforts in all segments of the justice system to decide on cases that have been pending for at least three years, with specific deadlines and backlogs, in different levels of jurisdiction – 1st and 2nd levels, special courts, appeal panels and military audits. These decisions will count towards fulfilling the Target 2.

Goals of the judiciary

The 10 National Goals established for 2025 were approved by the participants of the 18th National Meeting of the Judiciary, at the end of the event (December 3rd), in the city of Campo Grande (MS). Among them, are concrete targets for the trial of cases on environmental law, service to indigenous and quilombola communities, combat violence against women and rights of children, as well as encouraging innovation.
