Cnj Establishes New Rules For The Edition Of 2025 Of The Transparency Ranking

The National Council of Justice (CNJ) has announced changes to the evaluation criteria of the Transparency Ranking of the Judiciary for the edition of 2025. The Ordinance No. 406/2024 of the CNJ presents the new rules, including the inclusion of items on the accessibility actions developed by Brazilian courts.

The Transparency Ranking is being held for the eighth consecutive year and it assesses the quality of the information made available by the Courts to society, in order to encourage clearer, more transparent and standardized communication with citizens. The ranking, organized into six categories, shows the score achieved by each body. The categories are: State, Federal, Labor, State Military, Electoral, Superior Court and Council.

As in 2024, the information will be verified on the own initiative of the CNJ between April and May, with the preliminary results being released preferably in June, and the bodies will be able to challenge the evaluation. In the edition of 2025, certificates will also be awarded to those who fully comply with the items applicable to each one.

The regulations also include new items and some wording adjustments. Within the questionnaire that will help form the Ranking, questions such as “Does the court inform on the possibility of lodging an appeal against the rejection of a request for access to information, indicating the deadline, conditions for lodging the appeal and the competent authority for its assessment?”, “Does the body make available the planning of accessibility actions?” and also “Does the body present an annual report on accessibility actions?” were included.

The component items of the Ranking are organized into 10 themes: Management, Hearings and Sessions, Citizen Information Service, Ombudsman, Information and Communication Technology, Budget and Financial Management, Tenders, Contracts and Cooperation Instruments, People Management, Auditing and Accountability and Sustainability and Accessibility.

Issues such as the remuneration structure of members of the judiciary, permanent positions, commission positions and positions of trust will be assessed. In addition, it will be assessed whether the court has a Staff Roster Table (TLP) in which all the administrative and judicial units are listed, with the names of the civil servers, permanent positions, commissioned positions and functions occupied.

The evaluation will be carried out ex officio by the CNJ, which will check that the data published by the courts and councils corresponds to the criteria established by the Ordinance and present in the glossary of general guidelines. The final result of the Transparency Ranking of the Judiciary is published preferably in August of each year and it is used for the purposes of the Quality Award of the CNJ.
