Public Consultation Involves Society In Drawing Up The National Judicial Goals For 2025

Those interested in contributing with proposals for the National Goals of the Judiciary can send their suggestions to the National Council of Justice (CNJ) until November 8th. The public consultation allows citizens to actively participate in the construction of the priorities of the Brazilian Judiciary the year 2025.

Suggestions can be sent using the form available on the website of the CNJ.

The National Goals of the Judiciary for 2025 will be voted on during the 18th edition of the National Meeting of the Judiciary in December. Defined since 2009, they represent the commitment of the 91 Brazilian courts for improving the provision of justice services.

The national targets are set out in the Resolution 325/2020 of the CNJ, which establishes the National Strategy for the Judiciary 2021-2026. They serve as an instrument for monitoring and evaluating the Strategy, along with verifying the implementation of programs, projects or actions implemented by the courts and analyzing other performance indicators. The process of formulating the goals is based on the Resolution 221/2016 of the CNJ, which establishes principles of participatory and democratic management in the elaboration of these objectives.

The parameters of the eleven national goals for 2025, which will be evaluated by society, were debated by the courts at two preparatory meetings held by the CNJ in May and August.

Priorities

Goal 1 - Judge more cases than distributed establishes the judgment of a greater number of knowledge cases than those distributed during the year. Goal 2 provides for the judgment of older cases. The percentages for achieving the target vary according to the segment of justice.

Encourage conciliation in the State, Federal and Labor Courts is the central point of Goal 3. Goal 4, on the other hand, determines priority for the judgment of cases relating to crimes against the public administration, administrative improbity and electoral offenses. It applies to the Superior Court of Justice (STJ) and the State, Federal, Electoral and Military Courts of the Union and the States.

Goal 5 seeks to reduce the congestion rate for the STJ, the Superior Labor Court (TST) and the State, Federal, Labor and Military segments of the Union and the States.

The judgment of class actions in the STJ and TST is the focus of Goal 6 and the assessment of repetitive appeal cases in the STJ is proposed in Goal 7. The prioritization of cases related to femicide and domestic and family violence against women in the STJ and state courts is part of Goal 8. In Goal 9, the judiciary must commit to implement measures to stimulate innovation in its daily life.

The promotion of environmental lawsuits, lawsuits related to the rights of indigenous communities and quilombolas in the STJ and the State and Federal Courts are part of 

Goal 10. Goal 11 focuses on promoting the rights of children and adolescents in the STJ, State, Federal and Labor Courts.
