The Human View Of Those Who Promote Justice And Are On The Side Of The Citizen

If you had the chance to ask your manager one question, what would it be? Did you think about it or was it already on the tip of your tongue? More than having the answer, the good thing is when you are open to it. Following the hallmark of her administration: close and innovative justice, the President of the Court of Justice of the State of Tocantins (TJTO), Justice Etelvina Maria Sampaio Felipe, and her team opened the series of visits to the districts on Monday (August 12th), in the city of Cristalândia, in the southwest of the State. 

“It's more for a chat, to get to know each other and really to bring the Court of Justice closer to the civil servers of the districts. To have the opportunity to express any doubts, anything you want to ask, don't just sit there and keep it to yourself. You can ask them, no problem,” said the Justice, pointing out that the district of Cristalândia, which has Judge Wellington Magalhães as its Director, is the first of the 36 courts to be visited.

The District of Cristalândia covers the municipalities of Chapada of Areia, Lagoa of Confusão, Nova Rosalândia and Pium, has 19 employees and it serves a population of almost 30,000 inhabitants (27,279), according to the IBGE Census of 2022.

And like a good conversation circle, the dynamic began with the presentation of the TJTO team, represented by the assistant Judges of the Presidency, Roniclay Alves de Morais and Rosa Maria Gazire Rossi; the General Director Ana Carina Mendes Souto; the Chief of staff of the Presidency, Jeane Justino, the Directors of Communication and People Management, Kézia Reis and Márcia Mesquita, respectively; and the co-manager of the SimpleToc program, Roberta Maciel; and all the civil servers of the District of Cristalândia.

After everyone was familiarized, it was time for the President to talk about some of the transformations in the Judiciary of the State of Tocantins, such as the creation of the EPC - Electronic Processing Center; the Inovassol Innovation Center; the increase in the number of vacancies for Judges from 12 to 20; and the internalization of health services.

The Judge also pointed out that the Management Plan for 2023/2025 includes 50 goals and that there is the Strategic Plan of 2021/2026.

So, what I'd like to say to you as civil servers is that the mission of the management, the mission of the Judiciary, is to guarantee citizenship through swift, safe and effective jurisdiction. We work for the citizens. I often say that they are our clients. Our work only makes sense as long as we can serve the population well, in your case, the population of the district of Cristalândia.

Relaxation and serious talk

Without formality, it's time to start the games.  A dice, each face with a word and when the tool was played, a theme was defined and the civil server had the opportunity to ask a question. A playful, innovative and important moment that could clarify doubts about removal, implementation of the URV, assignment, vacation compensation, harassment, among others.

About the removal, the Judge said that there should be a competition later this year. Regarding the implementation of the URV, long awaited by the civil servers, the President pointed out that the bill is related to the fulfillment of the Goal 38 of the Biennium Management Plan of 2023/2025, which aims to institute a program for humanizing and valuing civil servers, and magistrates, and it is in the Legislative Assembly for a vote.

Still on the subject of implementation, Justice Etelvina stressed once again that it was not related to liabilities and that all the technical, financial and budgetary work had been done to draw up the bill. Now we have to wait for the conclusion. 

Communication and belonging

And in a team that plays together, the chances of success are even greater. It was with this feeling of belonging, that everyone is part of the Judiciary of the State of Tocantins, that the Communications Director Kézia Reis said that the Judiciary is not a building “it's made up of all of us, it's all of us who make the judiciary happen,” she said, presenting the mission, vision and values of the TJTO.

The Director also presented tools for effective institutional communication, such as GOOGLE WORKSPACE, which the TJTO already has regulations that oblige the use of the tool. In addition, an episode of the web series Justice Be Done was broadcast, as a way of showing the importance of the Judiciary in transforming the lives of the people.

The Director of People Management, Márcia Mesquita, gave an overview of the workings of the directorate and noted that “the lack of information goes hand in hand with the lack of knowledge of who takes care of what”. She also explained Egesp and its tools, the importance of time recording, vacation pay and the internalization of health services through the accreditation of professionals, which has already happened in the district of Cristalândia.

Innovative management

And close management is also innovative. One of the projects that was implemented with a view to speed, efficiency and increased productivity was the Electronic Processing Center - North, Central and South – that has as function is to carry out judicial acts in a uniform and standardized manner. Rosa Maria Gazire Rossi, an assistant Judge to the President, explained that the EPC has a different way of working and it is known as “the registry office of the future”. 

The Judge noted that the EPC is the result of an innovative and paradigm-breaking action that is already showing positive results with the execution of more than 500,000 procedural acts, impacting productivity rates.

And innovation in the Judiciary of the State of Tocantins goes through Inovassol, a center inaugurated in March of 2024 and coordinated by the assistant Judge of the Presidency, Roniclay Alves de Morais. “The Innovation Center is the most democratic environment in which everyone can bring their ideas, their problems, their anxieties,” said the magistrate, pointing out that innovation is not about inventing the wheel, but any idea that, for example, brings a solution to a work routine. “Within this court environment there are no common ideas, there are ideas. Every idea, every problem, every solution is welcome.”

Also innovative is the SimplesToc program - simplifying language - which was presented by co-manager Roberta Maciel. “The program seeks to manage some strategies to make our communication more accessible to people,” she noted, adding that the language of the judiciary is far-fetched and in order to fulfill the mission of a Close and Innovative Justice, it is necessary to change the culture in relation to language and the terms adopted on a daily basis.

The co-principal stressed that the transformation of language is a national goal and at the TJTO it has been institutionalized by ordinance. “Simple language is an exercise in empathy, respect for the person who is going to receive the information.”

And to end the day, in an atmosphere of closeness and relaxation, the civil servers took part in the Simple Language Game developed by the Innovation Center of the Court of Justice of the Federal District (TJDF) and, in the midst of the challenge, discovered that when you play together it's always better. 

Game of the happy

A good game is when everyone leaves happy. And the visit by the TJTO team was seen with good eyes by the Cristalândia team. Judge Wellington Magalhães praised the project:

It's very important for the Judiciary, especially as it fulfills the mission of a justice system that is closer to the people and, above all, gives more and more value to the people in court and also to the civil servers of the Judiciary with this presence, where we have the opportunity to learn more about the difficulties and draw new paths for a Judiciary that is faster, more efficient and closer to the citizen.

A civil server for 24 years, Aurora Neta, a judicial technician, was emphatic in saying that the visit exceeded her expectations. “Receiving the President in the District, you already have that fear. And it really was something that came to change, a project to innovate. It was important to clarify doubts. A lot of information was passed on very clearly.”

Ah! It's not over! And as for the game to continue, the pieces are fundamental. The afternoon ended with gymnastics with the physiotherapy team from the Health Center, and pray. And now the die can be rolled again.
