Registrations Are Open: Enfam And Stj Announce International Congress On Supreme Courts In Comparative Law

The National School for the Training and Improvement of Magistrates (Enfam) will hold, in partnership with the Superior Court of Justice (STJ), the International Congress on Supreme Courts in Comparative Law: institutional functions and models of appeal filters. The event will take place from June 19th to 21st at the headquarters of the Court, and it will feature seven panels with representatives from their supreme courts: Argentina, Peru, the United States, the United Kingdom, Italy, Spain, France, Portugal and Germany. The debates will be chaired by Justices of the STJ.

Registrations are now open and they must be completed using an online form. The event is free and aimed at the legal community as a whole.

With general coordination by General Director of Enfam, Justice Mauro Campbell Marques, and scientific and executive coordination by the executive secretary of the school, Fabiano da Rosa Tesolin, the congress will bring together professors from foreign universities who are benchmarks in law to present the institutional role of the supreme courts.

"By learning about the institutional models of courts that are equivalent to the STJ in other countries and how they select cases, we can see if there are good practices that can be applied to the Brazilian system. It will be possible to think critically about the extent to which this may or may not influence our system," explained Campbell Marques.

According to the General Director of Enfam, the congress represents the end of all the international partnerships that have been established during his time in charge of Enfam. The expectation is to provide a debate with the legal community so that they can understand the workings of courts in certain countries that are benchmarks in the judiciary. "From the international missions carried out and the learning acquired in this process, Enfam shares knowledge and contacts with this legal community," he said.

Programming

The congress will open on June 19th at 7pm. This will be followed at 7:30pm by a keynote speech by the President of the Federal Supreme Court (STF), Justice Luís Roberto Barroso, with a panel chaired by the President of the STJ, Justice Maria Thereza de Assis Moura.

The panels begin on June 20th at 9am, on the supreme courts of Argentina and Peru. The panelists will be Professor Alvaro Ragone, from the Pontificia Universidad Católica Peru; Professor Leandro Gianinni, from the Facultad Nacional de La Plata in Argentina; and Federal Judge and representative of the National Council of Justice (CNJ) Frederico Montedônio Rego.

Next, at 10:30 a.m., the US and UK models will be discussed. Presenting will be Professor Scott Dodson, from the University of San Francisco in the United States; Professor Cláudio Michelon, from the University of Edinburgh in Scotland; and Professor Daniel Mitidiero, from the Federal University of the State of Rio Grande do Sul (UFRGS).

In the afternoon, the programming begins at 2pm with a debate on Italy. Participants include Professors Paolo Comoglio, from the University of Genoa; Marino Marinelli, from the University of Padua; and Luiz Guilherme Marinoni, from the Federal University of the State of Paraná (UFPR).

Then, at 3:30 p.m., experts will analyze the supreme courts in Spain. Justice Mauro Campbell Marques from the STJ will mediate the debate with Justice Júlian Sánchez Melgar from the Spanish Supreme Court; Professor José Lafuentes, from the Complutense University of Madrid; and Professor Cássio Scarpinella Buenno.

At the end of the programming of the day, participants will hear a report on France. The panel will be made up of Professor Soraya Amrani-Mekki, from the School of Law at the Paris Institute of Political Sciences; Professor François Molinié, President of the Bar Association at the Council of State and Court of Cassation and of the Comparative Legislation Society; and Professor Sérgio Arenhart, from the Federal University of the State of Paraná.

On June 21st, the programming begins at 9 a.m. with reports on the supreme courts in Portugal. Speakers will include Catarina Serra, Counsellor Judge of the Supreme Court of Justice of Portugal; Professor Paula Costa e Silva, from the College of Law of the University of Lisbon; and Professor Teresa Arruda Alvim, from the Pontifical Catholic University of the State of São Paulo (PUC/SP).

To conclude the congress, the supreme courts in Germany will be analyzed. Speakers will include the Judge of the Bundesgerischshof - BGH Carmen Vogt-Beheim; Professor Maria Franziska Jüling, from the University of Friburg, in Germany; and Professor Antonio do Passo Cabral, from the State University of the State of Rio de Janeiro (UERJ).
