Course Held By Esmat Contributes To Innovation And Results In Tool That Boosts Agility In Judicial Communication

The Court of Justice of the State of Tocantins (TJTO), with the initiative of the "Innovation and DESIGN Thinking" course research group, has developed a new tool called "Electronic Communication of Judicial Decisions – Pro-Health “Pró-Saúde”". This innovation, which has been in use since December of last year at the Health Court of the city of Palmas, aims to improve communication between the technical teams of the Unified Health System (SUS) and citizens who go to the courts to guarantee their rights related to public health.

The tool follows the guidelines proposed by the National Council of Justice (CNJ) in the Resolution No. 530, of 2023 of the CNJ, seeking to systematize measures for the proper treatment of health demands, as well as rules aimed at technological advances, such as the Resolution No. 332, of 2020 of the CNJ, and the Provision No. 85 of the National Court of Justice, of 2019.

About the course

Developed by Esmat, the course on "Innovation and DESIGN Thinking" focused on training magistrates and civil servers of the TJTO about the Mindset (characteristics of the human mind that determine our thoughts, behaviors and attitudes) that affects innovation, so that they are encouraged to think about how transformational innovation can increase results and overcome the challenges brought about by new technologies. The activities and mentoring were taught by post-doctoral researcher Solange Mata Machado and took place between February and July of 2023.

The results of the training demonstrate the effectiveness of the work of Esmat in training and perfecting Judges and civil servers in the search of good practices and excellence in the delivery of justice.

Members of the Research Group: Judges Gil de Araujo Correia and José Eustáquio de Melo Júnior; and civil servers João Ornato Benigno Brito, Kellen Cleya dos Santos Madalena Stakoviak, Lily Sany Silva Leite, Wallson Brito da Silva, Ana Mara Carneiro Mourao, Darllanne Cristina dos Santos Ferreira Tacho and Luciano Moura.

In practice, how does the tool work?

This tool allows citizens of the State of Tocantins with lawsuits in the public health area to receive immediate information about the fulfillment of decisions, even before the summons period is opened. In practical terms, this means that the parties involved in the lawsuit will receive this information in advance, providing faster and more efficient communication about the progress of the lawsuit.

Therefore, the main objective of the tool is to reduce the time it takes to communicate the movements that inform the fulfillment of the decision in the case, by sending electronic messages to the interested parties.
