CPJ launches platform to host the largest collection of data on the Brazilian judiciary

Site will have a tool for digital inclusion of people with visual and hearing disabilities

The Center for Judicial Research is a permanent social body of the Association of Brazilian Magistrates (CPJ/AMB) created in 2019, under the direction of Minister Luis Felipe Salomão (STJ). The studies produced by CPJ are now available through the website cpj.amb.com.br. The goal is to provide access to the legal community about the AMB's academic production.

For Minister Luis Felipe Salomão (STJ), the purpose of the CPJ site is to open a dialogue with society about the most important issues in the Judiciary. 

“I believe it will be of great reach. The creation of this digital platform will give access to the Center's news and also to the full text of all the research already conducted by the AMB, not only to magistrates, but also to researchers who intend to expand their academic production. It will be a great dialogue with society around these relevant researches that we have already done and that we will still do", evaluated the minister, who also added: "... I believe that the CPJ website will host the largest data collection about the Judiciary and the Brazilian Judiciary that is known, considering that AMB is the largest entity of magistrates in the world. In this context, the site will contribute to the debate about the Judiciary and the Judiciary, aiming at a transparent justice system and collaborating with the promotion of scientific studies", he stated.

AMB's president, Renata Gil, believes that the creation of the CPJ website is an important achievement for law researchers. "We are investing in new technologies to disseminate the large collection of high-quality research on the Brazilian judiciary. The digital platform is the path that the Judiciary has been seeking to meet the urgencies of society, in an innovative and efficient way."

For the deputy director of CPJ, Marcelo Cavalcanti Piragibe Magalhães, the creation of the site is an important space for expanding the academic discussion produced at AMB. 

“There has always been a lack of field research in the judiciary. AMB was one of the pioneers in this area. CPJ is well structured with the purpose of helping to develop a view on the reality of the judiciary through investigations based on statistics and scientific studies. The creation of the site makes it possible to foster the debate of the content produced by the body with the other research institutions and with society", he stated.

The new platform features a modern layout and resources that ensure easy navigation. Another new feature is the hand talk tool, which simultaneously translates content in Portuguese to Brazilian sign language. The application has the objective of making the social inclusion of deaf people possible. In addition, the device will serve visually impaired people. 

“Digital accessibility is an important issue for the AMB and society as a whole. The world is experiencing an unprecedented process of technological renewal, and judicial activity needs to accompany this innovative movement and adapt itself, otherwise it will become outdated. CPJ's website counts on the hand talk tool. Thus, we hope to promote a true socialization of the information and content hosted on the platform", concluded CPJ's director, Minister Luis Felipe Salomão (STJ).

On this site, it is possible to learn about the studies developed since 1996 up to the latest researches coordinated by the agency; access documents, and check for updates about CPJ's work. On the "Institutional" tab, under the "Meet CPJ" option, you will find information about the origin of the Judicial Research Center.

On the "Internal Rules" tab, site users can check the internal rules, as well as the nature, objectives, and activities of the Judicial Research Center. By clicking on "Board of Directors", there is a redirection to information related to the four members, who are under the coordination of the director of the Judicial Research Center, Minister Luís Felipe Salomão (STJ). It is also worth mentioning that the site has a space dedicated to the contests, where the announcements and the results of the winners will be available.

The site also hosts a rich collection of data, analyses and diagnoses obtained through research and studies on structural and conjunctural problems. In addition to this material - articles, books and magazines.

 

AMB and the Science

 For 25 years, the Association of Brazilian Magistrates (AMB) has had the worldview of the judiciary from the perspective of science, in order to understand, improve and humanize the dynamics of the Justice System. Throughout the decades, AMB - pari passu to the social and category demands - has dedicated itself to knowing the reality of the Judiciary. In 2020, the Judicial Research Center (CPJ) became a permanent social organ of the entity during the administration of AMB's president, Renata Gil. With this, the institution has been consolidating itself as a reference in the promotion of diagnoses, studies and research on the organization of Justice.

For CPJ's general secretary, Patrícia Cerqueira Kertzman Szporer, the scientific studies produced on the judiciary over the decades have had an impact on the Judiciary. 

“It is very important to know the reality in which we find ourselves; to analyze the reasons for conflicts; to reflect on the phenomenon of the growing judicialization, its effects in relation to the Judiciary itself, as well as the way in which the Judiciary has been dealing with these changes that demand an increasingly intense and varied performance. At the same time, both the institutional design has experienced new contours and the technological advances have increased the activities of practically all segments of modern society. The complexity of this context demands the development of political strategies that are more adequate to our daily lives. To this end, data collection, based on quantitative and qualitative research, stands out as a first-rate tool at the service of the judiciary, the academic community, and all citizens", commented CPJ's general secretary.

The immediate result of the most recent surveys (2018-2019) - "Who we are. The Magistrature we want" and "Study of the Image of the Brazilian Judiciary" -influenced the creation of CPJ, in view of the need to organize, systematize, and give continuity to all the scientific work of research developed over the years. 

“Who we are. The Judiciary we want", a study coordinated by the director of CPJ, minister Luis Felipe Salomão (STJ), sought to find out about the relationship of the magistrate in the following aspects: the Law; the Justice System; professional routine; working conditions. The objective is to institutionally improve the Judiciary in order to face the problems that permeate the performance of the judge and to improve the service provided to society. This is the largest inventory ever made of the opinion, professional habits, and legal thinking of national magistrates.

In 2019, the research "Study of the Image of the Judiciary" revealed the importance of preserving the institutional dimension of the Judiciary and its role in ensuring access and exercise of rights, for the construction of a free, fair and solidary society. The study was conducted by political scientist Antônio Lavareda, in partnership with the Center for Innovation, Administration, and Research on the Judiciary of the Getúlio Vargas Foundation (FGV).

Currently, other problems have been investigated within the Judicial Branch. The Credit Recovery research, a partnership between FGV and CPJ, entitled "Metrics of quality and effectiveness of Brazilian justice: the time and cost of a credit recovery process", seeks to find new and creative solutions to the issue of judicial recoveries in Brazil and worldwide, in addition to improving business relationships. The study is coordinated by Minister Luis Felipe Salomão (STJ).

The Judicial Research Center and the Directorate of Institutional Policy and Support for Magistrates with disabilities, special needs, serious illnesses, or dependents in this condition have produced the 2nd Census of the survey that intends to identify the number of Judges, appellants, and their dependents with this type of problem. The study is under the coordination of CPJ's general secretary, Patrícia Cerqueira Kertzman Szporer.

The first AMB survey on the participation of women in the judiciary is being developed in partnership with ENFAM. The survey will measure the activity of women in the Brazilian courts. The study was proposed by Maria Domitila Prado Manssur, Director of AMB Women, and Eunice Maria Batista Prado (member) in authorship with the students of the 1st Class of the Professional Master's Degree of the National School for Training and Improvement of Magistrates (Enfam). The research will be coordinated by Priscilla Pereira da Costa Correa (also a member of Women AMB) and professor José Marcos Lunardelli, federal Judge from São Paulo, on behalf of Enfam, the magistrates Maria Domitila and Eunice (Women AMB) and magistrate Cássio André Borges dos Santos (CPJ), on behalf of AMB.

The I Contest of Scientific Articles, held by CPJ, with the objective of promoting and encouraging academic production and critical analysis of research data by associates, based on the results of the surveys " Study of the Image of the Brazilian Judiciary" and "Who we are. The Magistrature we want". This contest was valid all over the national territory, with the participation of magistrates, active and retired, and pensioners, members of AMB. The work with the highest score was declared the winner and received the award Minister Carlos Alberto Menezes Direito. The studies were published in the magazine of the National School of the Judges.

The Contemporary Criminal System book will be released soon. The objective is to debate the new penal and penal procedural order. 

  CPJ Collection 

It is worth mentioning the first investigation developed in 1996 - "The Profile of the Brazilian Magistrate", with the objective of getting to know the Judges, the conditions under which the Judiciary operates, its structure and dynamics, as well as the perception it has of society, and the challenges at the time, in the context of the country's re-democratization.

In 1998, the theme Human Rights and Democracy was addressed with the purpose of contributing to the planning and training of São Paulo's civil, military, and judicial police officers, with the aim of ensuring that these institutions act in harmony with democracy.

In 2002, a study was developed on "Violence and Criminality, Causes and Solutions - from the magistrates' point of view", with the purpose of identifying, from the magistrates' perception, the main causes for the current situation of criminality and violence in Brazil and possible measures to solve the situation.

In 2004, "Image of the Judiciary" was the title of the survey, which has the objective of promoting an initial measurement of the image of the Brazilian Judiciary, identifying the main elements that contribute to the formation of this image, in order to subsidize the planning of institutional communication actions to update the profile of the institution before Brazilian society.

In 2005, "Brazilian Magistrates - AMB's Characterizations and Opinions", a study carried out with the purpose of presenting opinions on themes of the Brazilian magistrature, tracing a profile of the Brazilian magistrate. It is also worth adding that in the same year, the study "Opinion of the Associates about AMB's performance" was also produced, it is an opinion poll research about AMB's performance among its associates all over the country, carried out by the Public Opinion Research Institute.

In 2006, "The word is with you", continuing the study conducted the previous year on the profile and opinions of Brazilian Judges, the survey presented here, conducted with AMB members, on the following topics: Labor Law; Political Reform; Criminal Law; Environmental Law; and Training of Judges.

In 2007, "Image of Brazilian public institutions", a survey that evaluates the image of the Judiciary and the trust in public institutions and agencies. Another outstanding study of the same year - "Brazilian Judiciary in Perspective. data diagnosis of the Judiciary, which proposed to systematically think about the role of the Judiciary in the Brazilian Political System and, in particular, in the formulation of public policies.

In 2008, "AMB's Barometer of Trust in Brazilian Institutions", a quantitative study in relation to the level of trust and the evaluation of the main institutions in the country. In the same year, "Public Opinion - Voting, Elections and Electoral Corruption" stands out. The survey's objective is to find out the opinions, evaluations, and positions of the population regarding political and electoral themes, with emphasis on electoral corruption and its combat. In the same year, the survey "Perception of the Brazilian population about adoption" was carried out, the study aimed to verify the level of awareness and involvement of the population with the topic, and to identify factors that affect or limit proactive actions in support of sheltered children.

In 2009, "Working Conditions for Judges", a qualitative survey was carried out with the objective of finding out about the working conditions of magistrates throughout the country.

In 2010, "Public and political opinion survey - Voter's profile", the study sought to know the habits and attitudes of voters regarding elections, Clean Record, and the act of voting.  Another research highlighted is the "Magistrates Quantitative Research" about the performance of local associations and the AMB. The objective was to collect the opinion of the judges about entities that represent the Brazilian judiciary and the work done by the entities.

In 2012, the research "AMB's Performance" shows the areas in which Judges work and their interests within the judiciary, the values of the entity and its field of work developed in the judiciary, going through the AMB's history until its performance in the National Congress.

In 2015, the "AMB wants to hear from you" study aims to answer who are and what do Brazilian magistrates think about relevant issues for the Judiciary. Another survey conducted in the same year, highlights the theme "The use of Justice and litigation in Brazil". The study aims to give visibility to the problem of judicialization in the country.
