Judiciary And Partner Institutions, As Well As Volunteers, Take Part In Preparatory Meeting For The 1st Jud Pop Street Task Force

On Wednesday (November 6th), the Court of Justice of the State of Tocantins (TJTO) hosted a preparatory meeting for the 1st Jud Tocantins Pop Street Task Force. The meeting, organized by the Regional and Interinstitutional Committee on Jud Tocantins Pop Street, brought together representatives of partner institutions that are part of the Technical Cooperation Agreement No. 06/2024.

Opening the meeting, the vice-coordinator of the Regional Committee, assistant Judge to the President of the TJTO, Rosa Maria Rodrigues Gazire Rossi, highlighted the non-partisan and non-political nature of the cooperation, and emphasized the importance of the joint effort as an opportunity to get closer to the public that will be served.

The Judge said that “by promoting the judicial policy of care for homeless people and its intersectionalities”, the joint effort shows that justice has value for people who encounter countless barriers. “We will have the opportunity to meet these people and these barriers on November 22nd, and this is only possible with the participation of each of you, each partner, because you are part of this story, a story of life transformation, with respect for the autonomy and protagonism of each of those who will be assisted,” she said. 

 “I'd like to ask you all to make this commitment to the homeless and to the community of Taquari, so that they feel that this is not just a one-day service, but that we are taking on the purpose of carrying out this public policy here,” added Rosa Gazire Rossi.

The coordinator of the Committee and vice-President of the TJTO, Justice Ângela Prudente, reinforced the aspect of the relationship of trust that needs to be established with the population.

“These people, who are living in a moment of vulnerability, need to be welcomed and treated humanely in these actions. This is what will really create a bond of trust. Building this relationship of trust is our duty if we want to rescue people. This is the greatest value,” she said.

Plan of action

Agnes Souza de Rosa, from the Coordination of Strategic Management, Statistics and Projects (Coges), presented the action plan for the 1st Jud Tocantins Pop Street Task Force.

“The task force aims to ensure broad access to justice for people living on the streets, in a swift, simplified manner, in order to help overcome barriers resulting from multiple economic and social vulnerabilities,” said Agnes Rosa, highlighting the objectives and dynamics of the action, which is expected to last from 7am to 6pm on November 22nd or ‘until the last service is provided’.

She explained the flow of services, from screening, which will take place in the covered square of the Maria dos Reis Bairro State School, in the Taquari sector, to direct people to each of the services offered during the Jud Pop Street, such as issuing ID cards, civil certificates for residents of the city of Palmas, legal advice and assistance, community weddings, health carts, haircuts, knowledge rooms and solidary clotheslines. “Each service will be in a room at the school”.

Antoniel Oliveira, President of the Association of the Residents of Taquari (Astri), praised the joint effort and took advantage of the preparatory meeting to clarify doubts about community marriage.  According to him, on November 5th, after mobilizing the community, more than 30 couples presented documentation to the Civil Registry Office, during the appointment held on Tuesday, November 5th, at the Maria dos Reis Barros State School, in the Taquari sector. The couples signed up for the popular ceremony that will be held during the 1st Jud Tocantins Pop Street Task Force, on November 22nd.

“This action is very important to guarantee access to public services for the homeless population and the socioeconomically vulnerable residents of the region,” he said. “It's very important that the Court of Justice has this sensitivity to bring these services to these audiences.”

The Secretary of Citizenship and Justice, Deusiano Pereira Amorim, represented the Government of the State of Tocantins at the preparatory meeting for the first task force. “For the state government, this policy of caring for the homeless is important and we, through Citizenship and Justice, Setas and other government bodies, have to be committed together with the Judiciary so that this action is of great relevance to our capital, especially to the southern region of Palmas, which is the target audience on this first task force day.” 

Next steps

This Thursday (November 7th) is the deadline for partner institutions to mobilize volunteers for the action. The following day, the Court of Justice will take representatives of these institutions to the site of the action, to study the assembly of the structure that will house the services. On November 19th, the Court of Justice will host a training session for the volunteers, which will be held by the Superior School of the Judges of the State of Tocantins (Esmat).

The task force promoted by the Judiciary of the State of Tocantins has a partnership with various public and private institutions, which sent representatives to the preparatory meeting for the task force, which complies with the Resolution 425/2021 of the National Council of Justice (CNJ), which established the National Judicial Policy for Attention to Homeless People and their Intersectionalities. The mobilization takes place within the framework of a Technical Cooperation Agreement between the Judiciary and partner institutions, such as the Association of Registrars of Natural Persons of the State of Tocantins; the Association of Notaries and Registrars of the State of Tocantins; the Public Defender's Office; the State Prosecution; the Federal Regional Court of the 1st Region; the Regional Labor Court of the 10th Region; the General Attorney Office in the State of Tocantins; the Municipality of Palmas and the State of Tocantins, among others.
