Registrations Are Open For Course On Electoral Magistracy Improvement

Registrations are now open for the first class of the Course on Electoral Magistracy Improvement. The course is offered by the Superior Electoral Court (TSE), through the Electoral Judicial School (EJE/TSE), in cooperation with the National School for the Training and Improvement of Magistrates (Enfam). Registrations for the initial class runs until August 22nd and they can be made on the EJE/TSE platform. There are 640 places available in this phase. 

The call for applications for the qualification was signed at a ceremony held on July 30th at the TSE by the general director of Enfam, minister Benedito Gonçalves, the president of the Court, minister Cármen Lúcia, and the director of EJE/TSE, Minister Cristiano Zanin.

THEMATIC AXES

The Course on Electoral Magistracy Improvement will have a total workload of 120 hours of activities, divided into four units. The content will be organized into the following thematic areas: 

  • Unit 1 – Electoral Law in the Digital Environment;
  • Unit 2 – Citizenship, Inclusion, and Diversity in the Electoral Process;
  • Unit 3 – Electoral Law Topics;
  • Unit 4 – General Acts, Security, and Election Technology. 

Classes will be in-person and asynchronous, through the EJE/TSE and Enfam distance learning platforms, with no registration or monthly fees. However, travel and accommodation expenses for in-person activities will not be covered by the TSE or Enfam.

The first class will be held in person in the auditorium of the TSE in the city of Brasília on September 5th.

The initiative

The activity is intended for magistrates who exercise or intend to exercise the function of electoral judges and it has the following main objectives: 

  • prepare the electoral magistracy for the application of legislation, resolutions, and jurisprudence of the TSE;
  • promote a secure, efficient, transparent, inclusive, and accessible electoral process;
  • avoid ableist practices and other barriers to political participation by people with disabilities;
  • ensure the legality of electoral propaganda, combating hate speech and misinformation;
  • ensure accessibility at polling stations and identify obstacles to full voter participation.

Certification

To obtain the certificate of participation, magistrates must achieve a minimum of 75% in the activities and respond to the course evaluation survey. The certificate will be issued by EJE/TSE in partnership with Enfam, and it can be accessed through the virtual learning environment. 

Partnership 

The initiative is the result of the Cooperation Agreement No. 03/2025 of the TSE, signed among the Presidency of the TSE, the management of the Electoral Judicial School, and Enfam, with the aim of promoting joint educational actions focused on training and improving the magistracy in electoral matters. 

The action recognizes the central role of the TSE in conducting the electoral process, the importance of continuous training for electoral magistrates, and the need to offer a qualified academic structure to strengthen the efficiency of electoral jurisdiction.
