Training Strengthens The Responsibility Of Inspectors And Managers In Light Of New Legislation

“With the new Public Biddings Law, inspectors and contract managers play a key role in public administration. They receive all products and services for which the administration pays with public funds. This responsibility, which has always existed, has increased significantly with the new legislation and regulatory decrees, such as the State Decree of 2023 here in the state of  Tocantins”,

said Professor Monique Simões Soares, who is responsible for teaching the course on How to supervise and manage ICT procurement and service contracts, which began on Tuesday (August 6th) at the Superior School of the Judges of the State of Tocantins (Esmat).

The training is aimed at employees of the Information Technology Directorate (DTINF) of the Tocantins Court of Justice (TJTO) and will continue until August 8, with full-time activities.

With an emphasis on the requirements of the new Public Biddings Law (Law No. 14,133/21) and good governance practices, the course seeks to equip participants with the tools they need to perform their duties in a technical and secure manner, in line with current regulations, ensuring greater efficiency and transparency in public management.

The activities, with a class load of 24 hours, are being conducted by Professor Monique Simões Soares, who has a master's degree in Public Administration from FGV/RJ and is a specialist in public biddings and administrative contracts, with more than 27 years of experience in public agencies in the state of Rio de Janeiro.

According to the facilitator, technical updating is essential for civil servers working in inspection and contract management. Monique also emphasized that training such as this is fundamental for the compliance with regulations.

“It is extremely important that all inspectors and managers know their duties in order to act legally. Many begin to perform their duties without knowing the legislation, failing to fulfill their obligations due to lack of knowledge. When someone explains it point by point, it changes everything. Esmat is congratulated for bringing all civil servers together at once to receive this content. I hope this will be extended to other areas of public management," she commented.
