The Superior School of the Judges of the State of Tocantins (Esmat) and the Federal University of the state of Tocantins (UFT) are celebrating a historic advance in legal training with the approval of the Doctorate course in Judicial Provision and Human Rights (PPDHJ), authorized by the Coordination for the Improvement of Superior Education Personnel (Capes). The proposal, evaluated during the 232nd meeting of the Technical-Scientific Council for Superior Education (CTC-ES), consolidates the academic excellence of the two institutions, reaffirming their pioneering role in the qualification of magistrates, judicial servers and other legal professionals. The committee responsible has one hundred and eighty days to start the selection process, and the number of places will be defined shortly.
This doctorate is a natural offshoot of the Postgraduate Program in Judicial and Human Rights (PPGPJDH), which already has a Professional Master's Degree, implemented in 2012. The partnership between Esmat and UFT, which stood out from the start as an innovative cooperation model, was responsible for the creation of the first associative, interdisciplinary master's degree aimed at improving the staff of the Judiciary, held entirely on the premises of a judicial school. Evaluated by Capes with a score of 4, the Master's provided the necessary support for the approval of the Doctorate, expanding the opportunities for professional qualification and strengthening the integration between theory and practice in the areas of human rights and judicial provision.
Discussions in the city of Brasília: range of the conquest
On an institutional agenda in the city of Brasília (DF), Justice Marco Villas Boas, General Director of Esmat, met with the President of the National Education Council (CNE), André Lemos Jorge, to discuss the importance of this new academic achievement and its impact on the Brazilian justice system. Villas Boas highlighted the central role of Esmat and UFT in creating a cooperation model that today inspires other judicial schools across the country. “Our Master's was the first permanent STRICTO SENSU program, aimed at improving Judges and civil servers, to be held at a judicial school. This pioneering spirit served as the basis for the creation of the Doctorate, which reaffirms our commitment to excellent legal training and more efficient and humane justice,” said the Justice.
This model of academic training, aimed at developing practical and innovative solutions, has been widely recognized on the national scene. The joint initiatives of Esmat and UFT have demonstrated how cooperation between institutions can strengthen the foundations of the Brazilian justice, improving the training of professionals who work in the judiciary.
Expansion to other states: pff-site training
In addition to the progress made in the State of Tocantins, the Master's Degree in Judicial Provision and Human Rights has also had an impact in other regions of Brazil. Esmat and UFT are offering off-site classes in the cities of Rio Branco (AC) and Boa Vista (RR), aimed at training magistrates and judicial staff in the States of Acre and Roraima. This expansion is a reflection of the success of the teaching model implemented by Esmat, which seeks to bring the same academic excellence to other regions of the country, contributing to the strengthening of justice nationwide.

The authorization of the Doctorate in Judicial Provision and Human Rights represents a significant mark for the justice system in the State of Tocantins and Brazil. The careful evaluation by Capes, which took into account the infrastructure offered by the institutions, the qualifications of the teaching staff and the relevance of the lines of research, reinforces the prestige of the program. The holding of the International Congress on Human Rights, which will reach its 17th edition in 2024, was also a decisive factor in the approval.
With the PhD, the PPGPJDH is consolidating its position as a program of academic excellence, training judicial professionals to face contemporary challenges with training that combines theoretical knowledge and applied practice.
