Event Brings Together The Judiciary, Notaries And Registrars To Strengthen Service Provision To Society

The General Internal Affairs of Justice (CGJUS) plays a fundamental role in the functioning of the Judiciary. It is the body responsible for guiding, controlling and proposing improvements that ensure efficiency, legality and respect for the rights of the population in the service provided by magistrates, civil servers and extrajudicial notaries. In the state of Tocantins, the General Internal Affairs of Justice, currently directed by Justice Pedro Nelson de Miranda Coutinho, has been taking an increasingly strategic posture, uniting management, oversight and citizenship to strengthen first degree Justice and bring it closer to society.

It is in this context that takes place, on Monday (October 6th), the II Meeting of Registrars, Notaries and the General Internal Affairs of Justice of the state of Tocantins. Held in the auditorium of the Court of Justice (TJTO), the event is the result of the articulation between the CGJUS and the Association of Notaries and Registrars of the State of Tocantins (Anoreg/ TO), with support from the Superior School of the Judges of the State of Tocantins (Esmat). The objective is to promote professional updating, encourage good practices, present technological solutions and contribute to the continuous improvement of extrajudicial services.

During the opening ceremony, the general chief of Justice emphasized that the initiative seeks to ensure “the efficiency, transparency, and legal certainty that society so eagerly awaits and deserves.”

In his speech, the justice also presented innovations developed within the Judiciary of the state of Tocantins, such as the Integrated Management System for Extrajudicial Services (Gise). Created in 2012, the System arose from the need to improve control over the collection of fees and notary and registration acts performed by the services. “Ensuring greater legal certainty and more efficient management,” he pointed out.

Another highlight presented by the justice was the Integrated Management of Extrajudicial Services with Intelligent Language (Giseli), a pioneering solution in Brazil. According to the magistrate, "this Artificial Intelligence solution integrated with Gise uses Natural Language Processing (NLP) techniques to analyze extrajudicial documents, extract relevant information, identify inconsistencies, and reinforce the integrity of the acts. Giseli represents a pioneering advance in Brazil by modernizing the General Internal Affairs of Justice oversight and monitoring of notary and registry services, ensuring agility, accuracy, and reliability in the activities carried out."

The president of Anoreg/TO, Dr. Rachel Barbosa Lopes Cavalcante Tirello, emphasized the importance of the partnership with the Judiciary.

“We, who are partners of the Judiciary, are to make our service an example for all notary offices in the country. And in this, we find the support of the TJTO as a partner that is, as a supervisor of our service that it is. So promoting meetings like this highlights the importance that our Court of Justice gives to our class," he said.

Direct from Bico do Papagaio region, the notary and real estate registrar of the district of Araguatins, Alessandra Araújo, shared the experience of participating in the programming. "This event is extremely productive and engrossing for notaries and registrars. With each panel, we have the opportunity to acquire new knowledge and update ourselves on the innovations that strengthen extrajudicial service in Brazil and in our State. The initiative of the Judiciary, through the General Internal Affairs of Justice and ESMAT to provide us with this learning and integration space, is exquisite and demonstrates recognition for the work we do daily as notary and registrar. It is a very valuable moment of exchange, which will certainly contribute to the excellence of our performance", she said.

Investment

On the occasion, the general chief of Justice of the state of Tocantins, Justice Pedro Nelson de Miranda Coutinho, made the symbolic delivery of 88 printers, which will be destined to the deficit notary offices of the State. To receive and sign the term of delivery, representing the benefited services, was invited lady Maria Benedita Rodrigues Cadete.

The printers will be available for collection today (October 6th), from 12 pm, in the Central Archive - Annex IV of the Court of Justice, located at ASR SE 35, NS 10 Avenue, APM 03-B, near the Arnaud Rodrigues Convention Center. The action includes the same notary offices that had already benefited from computers in the first stage of the Moderniza (Modernize) Project.

The opening of the panels was conducted by the registrar and notary of the city of Santa Rita do Araguaia (State of Goiás), Camila Biava, who addressed the theme on "Restoration and Supply of Extrajudicial Civil Registry". The debate was attended by the assistant judge supervisor of the Notary and Registry Services of CGJUS, Marcelo Laurito Paro, and the official registrar of the Civil Registry Service of Natural Persons Interdictions and Guardianship of the city of Palmas, Fernando de Souza Amorim.

Then, the president of the Notary College of Brazil - Federal District Section -, Geraldo Felipe de Souto Silva, led the lecture on "Notarial Account". The director of the Forum of the District of Palmas, Judge Flávia Afini Bovo, and the official registrar of the Notary and Registry Services of the district of Pugmil, Fernanda Pereira Cavalcante participated in the debate.

Closing the morning programming, the official of the 2nd Registry of Titles, Documents and Civil of Legal Entities of the city of São Luís (MA), Thyago Soares, gave the lecture on "Search and Extrajudicial Seizure of Movable Property". The debate was attended by the assistant judge of CGJUS, Manuel de Faria Reis Neto, and the official registrar of the service of registration of legal entities, titles, documents, protests and notary office of the district of Xambioá, Maria Emilia Emanueli de Souza Sanches Schott.

Love perfect sanfonic orchestra

This time, the cultural presentation of the event was due to the Amor Perfeito Sanfonic Orchestra (Love Perfect), from the União Village Civic-Military School - a project that transforms the lives of young people and the community through music. Under the direction of conductors Moacir José and Mauredson Silva, the orchestra offers students from 13 to 19 years old and members of the community opportunities for learning, personal development and artistic expression, with formations in accordion, percussion, electric bass and singing.
