The Court of Justice of the State of Tocantins (TJTO) has open registrations for the hetero-identification procedure intended for candidates who have self-declared black or brown in the 5th National Judicial Exam (ENAM - 2026.1) and the 3rd National Exam of the Registry Offices (ENAC - 2026.1). Registrations remain open until April 9th, as published by the Court in the notice.

The interested parties must request the validation of the self-declaration using the Hetero-identification Form - ENAM/ENAC 2026.1. When filling in, it is necessary to fill out all the fields and attach ID photo, proof of recent address, confirmation of registration sent by the Getulio Vargas Foundation (FGV) and a color front-facing photograph, in high resolution. The image must show the upper body, with good lighting, white background, visible hair and without use of makeup, filters or accessories covering the face or head.

Conducted by the Permanent Commission on Selection and Training of the TJTO, the procedure aims to verify the truth of the racial self-declaration presented by the candidates who have chosen to participate in the affirmative actions provided for in the national exams.

Transparency and equity

Hetero-identification consists of the analysis of the phenotypic characteristics of the candidate, as observable physical traits, to confirm the condition declared at the time of registration. The procedure follows criteria established by the Resolution no. 541 of the National Council of Justice (CNJ), from 2023, which defines guidelines for the implementation of inclusion and equity policies in the competitions of the Judiciary.

The assessment takes place in two stages. In the first, the candidate must fill out an electronic form and submit documentation and a recent front-end photograph for review by the commission. If the self-declaration is not confirmed in this initial phase, the candidate will be summoned to a second in person stage, which will take place at the Court of Justice of the State of Tocantins, in the city of Palmas.

The in-person stage is scheduled for April 24th. During the session, verification will be carried out by the members of the commission, and the procedure will be filmed to ensure transparency and legal certainty for possible review of appeals.

Deadlines

According to the schedule, on April 14th it will be sent the result of the initial evaluation by photo and, on the 24th, the in person stage will be held. The deadline for filing appeals is the 27th to 29th, and the final outcome of the hetero-identification procedure will be published on May 8th.

The result of the hetero-identification may be used simultaneously for ENAM and ENAC, provided that the candidate submits to the procedure at the same Court. The validation of the self-declaration will be valid for up to four years, counted from the issuance of the corresponding certificate.
