The National Council of State Prosecutions (CNMP) has released the "Manual of Action of the Federal Prosecution in Defense of Special Education in the Perspective of Inclusive Education". Prepared by the Commission of Childhood, Youth and Education (CIJE), the work has as its main objective to guide the members of the institution and other actors involved in protecting the right to inclusive education for people with disabilities.

The publication details fundamental concepts, such as specialized educational service, and defines the profiles that make up the target audience of special education: people with disabilities, students with global development disorders and those with high skills or overcapacity.

The text also discusses the need to implement public policies that ensure, in practice, the inclusion of these students in regular schools, covering all levels and all modes of education.

In its content, the manual addresses structural and practical aspects of school life. Among the covered topics are school transportation, maximum number of students per class, cases of refusal of registration, collection of additional fees and training of professionals in the area. Each of these points is based on the current Brazilian legislation, bringing interpretations aimed at its correct application.

For easy reference, the final part of the document has a section of questions and answers aimed at clarifying common doubts, such as the responsibilities of schools and the proper use of terminology related to people with disabilities. The work also offers a compilation of legislation and jurisprudence related to the topic and it can be checked out in full clicking here.
